"Interpretations Suggested by County Board (MCPS) Yield an Absurd Result"

The Parents' Coalition has obtained a copy of the April 1, 2011, letter from the Maryland Association of Counties, Inc. (MACo) that was submitted to the State Board of Education in response to the Petition for Declaratory Ruling filed by the Board of Education of Montgomery County.


In the letter MACo makes three points about the Board of Education's Petition for Declaratory Ruling:

  • MOE [Maintenance of Effort] is Conditional, Not an Absolute, Mandate
  • County Council Authority is Enhanced, Not Limited, By State Education Law
  • The Interpretations Suggested by the County Board Yield an Absurd Result
