What the IG said...

On June 16, 2011, the Montgomery County Inspector General (IG) spoke at a meeting of the Montgomery County Taxpayer's League.  Notes from that meeting include:
...The IG would like to bring public awareness to the OIG Hotline:  1(800) 971-6059 or reportline@twinc.com
...As the Montgomery County Public Schools (MCPS) is a state agency, the IG can only do “financial” audits.  Only the state can do “performance” audits of MCPS.

MCPS is not a state agency. It is a 'quasi-state' agency. As such, there is a question as to whether the state can audit MCPS.
