Compare Fairfax Co. to Montgomery Co.

In 2010, MCPS couldn't pull together the budget data needed for the annual Washington Area Boards of Education (WABE) Guide to local public school systems, so MCPS was not included in the FY 2011 Guide.  But, for the FY 2012 Guide, MCPS was somehow able to pull together the budget numbers.
