Breaking News: MCPS quietly looks for new outside law firms for special education scorched earth litigation

In May of 2012, MCPS put out a Request for Proposals for outside law firms to handle special education litigation.  


This is the first time that MCPS has ever put out a RFP for these contracts since 2000 to our knowledge. The law firms that have been awarded these contracts for 12 years have not had to compete for these contracts.  There were awarded the contracts year, after year, after year without discussion by the Board of Education.


Where was this solicitation advertised?  How many law firms outside of the existing "club" even knew that this RFP went out?  
Was the Special Education parent community made aware that this bidding process was being initiated?


Anyone want to guess who is going to "win" these contracts?  Is this just another thing that Superintendent Starr puts on his "meh" list? 


Meanwhile, the Board of Education does NOT require law firms that represent them in other matters to compete for those contracts. The rest of the MCPS outside legal fees are still NO-BID contracts renewed year, after year, after year without discussion.
