What is the FY2013 cost of the pay raises that the Starr & the school system gave to its employees that was outside the explicit wishes of the County's Fiscal Authority (the County Council)?
Could that $10M not really be what the Superintendent is saying, but rather the year two cost of the near perpetual cost of a pay raise.

Well, we know that concussion testing for all high schools would only be $18,000, so that is clearly not the reason for a $10,000,000 increase.
