Starr has put nothing into place. He has offered nothing but a vague vision in which he tells others to do what they think is best. His regime is full of incompetent cronies lacking in leadership skills, hangers-on who should have retired years ago, unqualified friends and family members, and those more interested in job titles than student achievement. There needs to be a whole house cleaning at the executive level.
