    One would argue that the alleged behavior did not occur on school grounds.

      It did not occur on school grounds. Who cares? It is still an arrest. Doesn't the Board of Education have a Code of Conduct for its employees?

    Educators are held to a higher standard than non-educators (for a reason . . .). MCPS employees are required to self-report any arrest, and not doing so is grounds for dismissal.

    If this occurred in Denver, CO she probably would have been cited for conducting business without a license or not in a licensed dispensery.
