Exclusive: Weast started consulting business months before leaving superintendent post

BOE member's husband handled legal filings for Weast's side business

Documents obtained from the Maryland State Department of Assessment and Taxation (DAT) reveal that former Superintendent Jerry Weast filed paperwork to start a home-based education consulting business in 2010, over seven months before leaving his position with MCPS.

Weast's company, "Partnership for Deliberate Excellence, LLC", filed corporate Articles of Organization with the state on November 16, 2010.  Weast's employment contract with MCPS terminated on June 30, 2011.   

According to the Articles of Organization approved by Weast, the purpose of his company is "Educational Consulting and to engage in any and all other lawful activities as may be necessary in connection with the foregoing and as permitted by the laws of the State of Maryland."

In addition to the standard fee of $100 to file the corporation documents, Weast's company paid $70 for "expedited service", according to the payment receipt issued by the DAT.  

Attorney James R. O'Neill is listed as the filing party on the corporate Articles of Organization.  O'Neill is the husband of MCPS Board of Education member Patricia O'Neill.
