New Rule: Count Last Year's PSAT tests in this Year's Total

New MCPS "business rule":
"Grade 10 repeaters who took the PSAT in the prior year but did not test in the current year will be included in the participation rate calculation."
From the October 4, 2011 MCPS memo shown below, we learn that of the students that repeated 10th grade in the 2010-11 school year, at least 706 of those students did not re-take the PSAT exam. 


For those 706 students, their 2009-10 PSAT exams are being counted in with the data on how many students took the PSAT exam in 2010-11.

  1. Good ol' Mr. Talley. He knows how to work it. I mean, he did get promoted to Associate Superintendant from his old job of leading multiple elementary, middle and high schools into their AYP failure last year.

  2. Why is this a surprise? MCPS has implemented programs to give kids credit towards graduation for a course they failed and then never retake (credit recovery) or give them credit through High School Plus, where they retake the course after school, but can be admitted into the course weeks after it started and still get full credit by attending a few of the classes.
