Why does Montgomery County 911 Refer a Sex Assault Call from Wheaton High School to Park Police?

❓ On December 9, 2022, Montgomery County's 911 call center received a call reporting a sex assault that occurred earlier at Wheaton High School.  When the dispatcher put out the call at 2:24:34 PM here is what transpired with the responding officer:

Dispatcher:  Sex assault, occurred earlier Wheaton High School.  Suspect not on scene. Student reporting sex assault...

Officer: Do you mind just passing that over to the Park Police? They are responsible now for Wheaton High School.

Tues. 8/23/22: Board of Ed to Delegate Authority to Park 22 Buses at Each High School - Magruder/Wootton/RM/Rockville/Gaithersburg/Watkins Mill

On Tuesday, August 23, 2022, the Montgomery County Board of Education is going to hand over the power to make major, controversial land use decisions to the Superintendent who can then hand over that power to the MCPS Director of Facilities, Seth Adams. 

Under the Board of Education's current policy these same school land use decisions can only be delegated to the Superintendent and only for non-controversial matters.  

But on Tuesday, that will all change with the Board vote.  Not only will the Superintendent be given the power to delegate these important land use decisions to a mere staff member, but the land use decisions subject to delegation will include controversial matters. 

One example of how this vote on Tuesday will impact the County is the current plan to park MCPS school buses at high schools instead of using the Shady Grove Bus Depot.  The Shady Grove Bus Depot currently holds over 400 school buses.  The MCPS plan is to move about 270 of those buses to a County lot in the City of Rockville and the rest of the buses to high school parking lots with routes served by those school buses.  

Over 130 MCPS school buses will be parked at the following high schools:  Magruder, Wootton, Richard Montgomery, Rockville, Gaithersburg and Watkins Mill.  

That works out to about 22 school buses parked at each high school.  

In order to move the 400 school buses to these various locations, land use documents will be needed. Memorandums of Understanding, permits, easements etc...  

After Tuesday, August 23, 2022, if the Board of Education approves the Resolution to Delegate their land use authority to the MCPS Director of Facilities, Seth Adams, all of those controversial land use decisions will be made without public notice and without a public vote of the Board of Education.

It won't matter who you vote for in November, Board of Education members will have already given away their power to decide controversial school land use matters.

Police Won’t Patrol Inside Schools But Will Be Involved in School Safety

Under a newly-signed memorandum of understanding between Montgomery County Public Schools and Montgomery County Police Department, community police officers will have a designated space inside schools where they can speak with students, but they will not patrol hallways and outside grounds.

Under the new Community Engagement Officers 2.0, police officers will check into the high school, middle schools and elementary schools in their assigned cluster daily to speak with the principals. However, they will not be inside the building most of the school day...

Montgomery leaders privately negotiate bringing police back to schools

Montgomery County’s public school system and the Montgomery County Police Department have privately drafted an agreement to bring armed police back into school buildings, angering student activists and criminal justice advocates who successfully pushed county leaders to remove the officers last fall.

The proposed contract between the two agencies, a copy of which was obtained by The Washington Post, has been shared with County Council members and County Executive Marc Elrich (D), but not with members of the public who say they should have a chance to review the document before it is finalized.

“It’s wildly inappropriate that they’ve excluded students,” said Kyson Taylor, a senior at Richard Montgomery High School...

Police sources: Magruder H.S. breaches policy by not calling 911 following violent fight



Three law enforcement sources say Magruder High School violated clear, written policy by not calling 911 or the school resource officer following a violent fight earlier this week.
The altercation, which took place around 11:45 a.m. Tuesday, left a freshman in the ICU with a skull fracture and blood clot in his head. Surgery might be required.
"They told his mother, your son's puking, I think you need to take him to an emergency room," the boy's father, Shane Van Dyken, told ABC7 earlier this week. "They didn't call an ambulance, they didn't call nobody... Makes no sense."
Van Dyken said his wife picked up their 14-year-old son around 12:50 p.m. He was "covered in vomit" and showing "clear signs" of a head injury. Their first stop was MedStar Montgomery Medical Center in Olney, but staff there explained the teen's injuries were severe. They directed the family to seek advanced treatment at Children's National Medical Center in D.C.
"I mean my son's here, at the hospital with a fractured skull and bleeding from his head and nothing was done at the school."
