NYT: Child Abusers Run Rampant as Tech Companies Look the Other Way [How many pictures of MCPS students are circulating on the Internet today?]

The two sisters live in fear of being recognized. One grew out her bangs and took to wearing hoodies. The other dyed her hair black. Both avoid looking the way they did as children.
Ten years ago, their father did the unthinkable: He posted explicit photos and videos on the internet of them, just 7 and 11 at the time. Many captured violent assaults in their Midwestern home, including him and another man drugging and raping the 7-year-old.
The men are now in prison, but in a cruel consequence of the digital era, their crimes are finding new audiences. The two sisters are among the first generation of child sexual abuse victims whose anguish has been preserved on the internet, seemingly forever.
This year alone, photos and videos of the sisters were found in over 130 child sexual abuse investigations involving mobile phones, computers and cloud storage accounts.
The digital trail of abuse — often stored on Google Drive, Dropbox and Microsoft OneDrive — haunts the sisters relentlessly, they say, as does the fear of a predator recognizing them from the images...
...Amazon, whose cloud storage services handle millions of uploads and downloads every second, does not even look for the imagery. Apple does not scan its cloud storage, according to federal authorities, and encrypts its messaging app, making detection virtually impossible. Dropbox, Google and Microsoft’s consumer products scan for illegal images, but only when someone shares them, not when they are uploaded.
And other companies, including Snapchat and Yahoo, look for photos but not videos, even though illicit video content has been exploding for years. (When asked about its video scanning, a Dropbox spokeswoman in July said it was not a “top priority.” On Thursday, the company said it had begun scanning some videos last month.)..

...During the trial, an investigator said that offenders often knew that live streams are harder to detect and leave no record.
“That’s why they go to Zoom,” said the federal prosecutor in the case, Austin Berry, during his closing remarks. “It’s the Netflix of child pornography.” Prosecutions in other cases have involved live streaming on Apple’s FaceTime, Facebook, Omegle, Skype, YouNow and others...

BCC Special Ed Teacher Had Pornographic 28,785 Photos/795 Videos of Children - Sentenced to 45 Months in Prison

A former Montgomery County teacher will spend more than three years in prison for storing tens of thousands of pornographic photos of children on his computer.
Peter Flynn taught special needs students at Bethesda-Chevy Chase High School from 1979 until September 2014, when school officials learned he was under federal investigation.
Prosecutors have said that none of the 28,785 photos and 795 videos of children on his computers showed images of students that he taught.
Flynn pleaded guilty to storing the pornography in January and was sentenced to 45 months in prison Monday. He was also ordered by Judge George Hazel to pay a $12,500 fine.

Microsoft tackles spread of child abuse imagery with free online tool

Microsoft has launched a free online tool to help try and prevent the spread of child sexual abuse images.
According to Microsoft, around 720,000 illegal images of children are among the 1.8 billion photos uploaded to the internet every day. PhotoDNA is a free cloud-based service that can be used to hunt down and remove these photos from the web.
"Finding these known child sex abuse images in that huge universe is like finding a needle in a haystack," said Courtney Gregoire, a senior attorney at Microsoft's Digital Crimes Unit. "We needed an easier, more scalable way to identify and detect these worst of the worst images … and that's how the concept for PhotoDNA in the cloud was born."
The tool has been designed to be used by companies like Flipboard, which allows users to share content, the ability to identify and halt the spread of these images in order to prevent young victims and ensure the platform remains safe...

FORMER HIGH SCHOOL TEACHER PLEADS GUILTY TO POSSESSING CHILD PORNOGRAPHY

Greenbelt, Maryland –Peter Flynn, age 61, of Silver Spring, Maryland pleaded guilty today to possessing child pornography.

The guilty plea was announced by United States Attorney for the District of Maryland Rod J. Rosenstein; Colonel William M. Pallozzi, Superintendent of the Maryland State Police; and Acting Special Agent in Charge Ivan Arvelo of U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI).

Flynn is a former special education teacher in Montgomery County.  According to his plea agreement, on April 3, 2014, a Maryland State Police Corporal was conducting an online investigation into individuals sharing child pornography on a file sharing network.  The MSP Corporal downloaded approximately 205 images and videos of children engaged in sexually explicit conduct that Flynn made available through the file sharing network.

On September 30, 2014, law enforcement executed a search warrant at Flynn’s residence and seized two computers from his basement.  Flynn also agreed to be interviewed and admitted that law enforcement would find child pornography on his computer.  A subsequent forensic analysis revealed approximately 28,785 image and 795 videos of child pornography and child erotica on the two computers, the majority of which constituted child pornography.  Some of the images documented the sexual abuse of prepubescent children, including bondage and violence.

Flynn and the government have agreed that if the Court accepts the plea agreement Flynn will be sentenced to between 24 and 78 months in prison.  U.S. District Judge George Jarrod Hazel has scheduled sentencing for October 19, 2015 at 10:00 a.m.

This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys' Offices and the Criminal Division's Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims. "MCPS spokesperson Dana Tofig said he is gathering info on the indictment but that the charges are not related to the school."
