Maryland education leaders commit to improve communication to keep students safe

Baltimore (WBFF) — State education leaders say they are committed to improving the lines of communication to help keep your children safe in school.

This after a Project Baltimore investigation found an MS-13 gang member and now convicted murderer, Walter Martinez, attended two Maryland public schools and no one in the schools knew.

For more than a month, Fox45 News has been trying to speak with Maryland Department of Human Services Secretary Rafael Lopez. DHS oversees the state’s foster care system. Project Baltimore would like to ask Lopez about the lack of communication that allowed Martinez to attend Lansdowne High School in Baltimore County and then Edgewood High School in Harford County, in late 2022...

Mom of murdered student files wrongful death suit against Montgomery County Public Schools

The mother of an 11th-grader who was killed in 2022 filed a wrongful death lawsuit against Montgomery County Public Schools on Wednesday, arguing the school system failed to protect her son from bullying.

Alexis Jones-McDaniel, the mother of Jailyn Jones, sued MCPS, the Montgomery County Board of Education and the county itself in federal court.

“Not only did Northwest High School fail to protect Jailyn Lawrence Jones in any way, MCPS made informed decisions and took steps which actively increased the danger to and created new dangers Jailyn could not abate,” the complaint states...

...At the new school, the complaint states, Jones “was placed in classes with the same students by whom he had been bullied and had conflict at Clarksburg High School.”..

Gaithersburg teen sentenced for 2023 murder at Wheaton Metro Station

MONTGOMERY COUNTY, Md. (DC News Now) — A 17-year-old boy was sentenced to life in prison on Friday for a deadly shooting that happened at the Wheaton Metro Station in 2023.

On May 18, 2023, Montgomery County Police, Metro Transit Police and Montgomery County Fire and Rescue Services all responded to the station for a shooting just before 6 p.m.

There, they found 18-year-old Tenneson Vaughn Leslie, Jr. unresponsive on the metro platform.

He was taken to a hospital where he was pronounced dead a few hours later.

Investigators said that a fight broke out as a group of boys were going down an escalator. As Leslie and a few other were running from the escalator, the Montgomery County State’s Attorney’s Office said that then-16-year-old Emmanuel Simmonds pulled out a gun and shot him in the back of the head.

Simmonds’s co-defendant, a 14-year-old boy, was seen on surveillance footage throwing the magazine with live ammo on the ground before boarding the train...

Arrest made in stabbing, beating death of 17-year-old Northwest High School senior Police have arrested 17-year-old Ta'Quawn Henderson for the murder of Jailyn Jones. Police say the two teens went to the same high school.

...Police are still actively investigating this case and say they are still "following the evidence." While a motive is not known, police confirmed that the teens went to school together and knew each other and believe more people could be involved in the teen's death.

“We are very confident that Mr. Henderson has played a significant role in this homicide and he has been charged as such," Montgomery County Police Chief Marcus Jones said. "We believe that there may be other contributing individuals involved in this investigation."

Jones's mother, Alexis McDaniel, has alleged that her son was a victim of bullying at Northwest High School.

Kennedy High School Staff Member, ‘Loving Husband and Father,’ Dies

 


A staff member at Kennedy High School in Silver Spring has died.

“With great sadness, I must inform you of the unexpected death of a Kennedy High School staff member,” Principal Dr. Joe Rubens wrote in a letter to families Thursday. “Mr. Kofi Frempong, as Coordinator of our schools’ Leadership Training Institute (LTI), was a wellknown member of our community.”

“Mr. Frempong was a loving husband and father. I know you join me in extending our deepest sympathy to the Frempong family,” Rubens wrote.

According to Anne Arundel County Police, 47-year-old Kofi Frempong, of Bowie, was shot and killed by his nephew in a homicide/suicide on Wednesday in Glen Burnie. Police said evidence indicated 27-year-old Daniel Amponsah turned the firearm on himself before officers were able to reach him...

Man convicted in @mcps Northwest HS graduation-eve killing appeals to Supreme Court

A convicted first-degree murderer of two Montgomery County teenagers on the eve of their high school graduation has told the U.S. Supreme Court his attorney was unconstitutionally barred from questioning a prosecution witness whose testimony the defense believes was incriminating.

In papers filed with the justices last week, Rony Galicia stated through counsel that Maryland’s top court wrongfully deferred to the trial judge’s decision that cross-examination was unnecessary because the witness had not implicated Galicia in the slayings...

...Galicia was tried in Montgomery County Circuit Court with two co-defendants, brothers Edgar Garcia-Gaona and Roger Garcia, for murdering Northwest High School seniors Artem Zibarov, 18, and Shadi Najjar, 17, on June 5, 2017.

Prosecution witness Luz DaSilva testified to the defendants’ friendship and recounted her boyfriend, Garcia-Gaona, had confessed to her his involvement in the murders. DaSilva recalled Garcia-Gaona telling her “they just started shooting them.”

Galicia’s attorney objected to DaSilva’s use of the word broad word “they,” saying it implicated Galicia when DaSilva’s testimony was to be limited to Garcia-Gaona’s involvement.

Montgomery County Circuit Judge David A. Boynton overruled the objection and barred Galicia’s attorney from asking DaSilva about the statement. The defense said the cross-examination of DaSilva would have clarified that the “they” who started shooting referred only to the brothers and not Galicia.

The Court of Special Appeals said the Sixth Amendment was violated and overturned Galicia’s conviction. But the Court of Appeals reversed last June and reinstated the conviction, prompting Galicia to seek Supreme Court review...

...The jury at Galicia’s trial also found Garcia-Gaona guilty of two counts of first-degree murder. He, like Galicia, was sentenced to life in prison without the possibility of parole.

Garcia’s attorney fell ill during the trial, resulting in a mistrial. Garcia was convicted of two counts of second-degree murder in a separate jury trial and sentenced to 100 years in prison.

A fourth defendant, Jose Canales-Yanez, was convicted  of two-counts of first-degree murder in a separate, bench trial and was sentenced to life without the possibility of parole.

According to the prosecution, Najjar and Zibarov were lured to the Montgomery Village cul-de-sac in the belief they were selling extra tickets to the June 6 graduation. Instead, they were shot and killed.

The prosecution said Najjar was the primary target in a revenge killing for his having allegedly stolen drugs recently from Canales-Yanez’s wife and then driving over her feet as he escaped. Zibarov was just in the wrong car at the wrong time, prosecutors added.

Columbia Man Sentenced to 50 Years for Shooting of Richard Montgomery Student

Shawndel Arnez Weems of Columbia was sentenced to 50 years in prison Friday in the shooting death of Richard Montgomery High School student Simeon Mukuna, 18. The two did not know each other.

Although Weems, 24, spoke during the sentencing, he did not apologize or express remorse, according to the Howard County State’s Attorney’s office...

100-year sentence upheld in killing of 2 Montgomery Co. teenagers

Maryland’s highest court upheld the 100-year sentence of a man who helped kill two Montgomery County high school students on the eve of their high school graduation.

The Maryland Court of Appeals affirmed the second-degree murder convictions of Roger Garcia, 24, of Germantown.

Garcia was the fourth man convicted in the killing of Northwest High School students Shadi Adi Najjar, 17, and Artem Ziberov, 18, who were found in a running Honda Civic on Gallery Court in Montgomery Village in 2017...

Two Montgomery County Teens 15 and 14 years old Charged in Connection With Gunners Branch Homicide

Gaithersburg, MD – Detectives from the Montgomery County Department of Police – Major Crimes Division have arrested 15-year-old Malik Hney of Kensington and 14-year-old Justin Acosta from Germantown in connection with the Friday, April 22, 2022, homicide that occurred in the 19500 block of Gunners Branch Road in Germantown.

At approximately 10:50 p.m. on April 22, Montgomery County Police – 5th District officers responded to the 19500 block of Gunners Branch Road for the report of a shooting that just occurred.
Upon arrival, officers located an adult male victim, later identified as 20-year-old Taon Lamont Cline of Frederick, suffering from multiple gunshot wounds. Officers immediately engaged in lifesaving efforts until Montgomery County Fire Rescue arrived on scene. Cline was pronounced deceased on the scene.
Through investigation, patrol officers and the Major Crimes Division detectives were able to identify Hney and Acosta as suspects.
On May 2, 2022, investigators obtained an arrest warrant charging both Hney and Acosta as adults, with First Degree Murder.
On May 3, 2022, Hney and Acosta were arrested by members of the Montgomery County Department of Police – Repeat Offenders Unit. Hney and Acosta were transported to the Central Processing Unit where they have been charged with first-degree murder.
This is an active and ongoing investigation. TWO TEENS CHARGED WITH MURDER IN GERMANTOWN RECREATION CENTER SHOOTING

Two teenage boys were charged as adults with murder Thursday in connection with the shooting of three juveniles and one adult on the outdoor basketball court at Plum Gar Community Recreation Center in Germantown Aug. 18.

Axel Trejos, 20, was killed during the 10 p.m. shooting, and three others were wounded. When Montgomery County police arrived at the scene, they found four shooting victims. They were all transported to nearby hospitals.

According to Montgomery County Circuit Court documents, 14-year-old Shilen Ahmadi Wylie of Silver Spring was charged with first degree murder, three counts of attempted murder, use of a firearm in a violent crime and possession of a regulated firearm by someone under 21 years of age.

Children who are at least 14 years old and commit a crime that would make them eligible for life imprisonment if they had been an adult at the time, are charged as an adult, under Maryland law...
