IG Wants Independent Attorney

On September 15, 2009, legislation will be introduced at the Montgomery County Council to permit the Montgomery County Inspector General (IG) to employ or retain an independent attorney, with Council approval, without the approval of the County Attorney.

According to the attachment to the introduction of this bill:

PROBLEM: In some circumstances, because of institutional differences or otherwise, the Inspector General may find that obtaining independent legal services is necessary to effectively perform his or her duties.

Question, how will this legislation solve this "problem" if the IG's attorney still has to be approved by the County Council?
