Mr. Andrews was President of the County Council when this occurred, under his watch. The council is responsible for the fiscal health of this county, which as we know isn't in very good shape. Why didn't he speak up when this was being done? The county council is responsible for the budget of MCPS. The only part of the running of MCPS they don't control fiscally is the academic portion. Mr. Andrews, this didn't just 'happen.' You had a hand in this. The council needs to take some responsibility for what is going on in our county while our infrastructure and school system is falling apart.
