"explain the discrepancy between graduation rates and remedial instruction needs"
It was good news to learn that Montgomery County Public Schools (MCPS) has the highest graduation rate of the 50 largest school districts in the country. But what of the quality of that education when so many graduates need remedial instruction when they go to Montgomery College? Are the county's secondary schools "dumbing down" education to get the good graduation results? How else to explain the discrepancy between graduation rates and remedial instruction needs? Moreover, with budgets so tight, every remedial education instructor Montgomery College must hire means less money available for regular instructors. Does anyone have any answers to this dilemma?
