Students continue to fail math final exams in Montgomery high schools

BOE Stiffs Council on Information Request
On March 20, 2013, the Montgomery County Council's Education Committee asked the Board of Education for some very basic information. See pages Circle 1-3 in the document below.
Here was the question:
NO! The Board of Education provided the Council with the list of approved projects only for FY 2011, FY 2012 and part of FY 2013. What happened to 2003 through 2010? Records lost? What about the disapproved projects? Shredded?
Even worse is that Council staff covers for the Board of Education by glossing over the failure to respond in the meeting packet (below) prepared for Councilmembers.
We are now seeing a clear pattern on the part of the Board of Education of ignoring Council Education Committee requests for information.
MCPS Surplus? Council questions go unanswered at hearing and hearing must be re-scheduled. Charter School? Council questions can't be answered and hearing must be re-scheduled. Facility Improvements from parents and private sources? See the packet below.
The Council's Education Committee is now in a pattern of re-scheduling hearings on MCPS topics because of the failure of the Board of Education and MCPS to show up and respond.

Exclusive: Why doesn't the Council Have This Document?
On Monday, July 22, 2013, the Montgomery County Council's Education Committee claims they will be reviewing the one and only MCPS Board of Education charter school. For their meeting Council staff prepares a "packet" of information for Councilmembers.
What's in the Monday "packet" for this discussion? Fluff from the charter school vendor. Is that what Council review is about? Letting vendors put on a show?
Well, if the Council was really interested in providing some oversight they would start by reviewing the Charter School Agreement that was executed between the Board of Education and the charter school vendor. But, the Council can't review that document because they don't have it.
But, we do.
Here is the Charter School Agreement for the MCPS Board of Education's one and only charter school. Maybe its time the Council's Education Committee read this document and exercised some real oversight over the almost $700,000 in tax dollars this school will receive this year?

$9 MILLION for non-monitored "security" systems this year in MCPS
If you read the #MoCo County Council Ed Committee memo from July 8, 2013, a TOTAL of $8.996 (just call it $9) MILLION will be spent on non-monitored "security" systems this year.
Just $5.86 Million discussed at this specific (July 8th) meeting: $4.186 MILLION in State taxpayer funds PLUS $1.674 MILLION County borrowed (i.e., money will have to be repaid with interest so actually costing MORE) thru GO Bonds, of which $1.5 MILLION is a shifting of planned monies from FY16-18 to FY15.
Nothing like borrowing from the future!
Oh, if you're counting, that other $3.16 MILLION is already coming from County coffers (but who's counting).

MCPS Posts $21.8 Million Surplus
Montgomery County Council Education Committee for July 8, 2013:
...The most recent monthly financial report was presented to the Board of Education on June 13, and reflects financial conditions through April 30 (attached circles 1-9). The report shows that MCPS currently projects a total year-end surplus of $21.8 million. This total consists of $17.9 million in projected expenditure surplus and $3.9 million in projected revenue surplus...

Civic Fed Resolution Opposing taking Public Parks for MCPS Use

Peggy Dennis, President of the Civic Fed, asked me to pass this on to readers interested in this topic, the taking of public parks by the BOE for MCPS use. Note the PHED/Ed Committees' joint meeting on July 25th, 2pm in the Council Office Building, 100 Maryland Ave., Rockville, where this will be discussed. Directions are here. Please attend. The session will be televised. Email the council here. Tell them you agree with the Civic Fed resolution. Nancy Floreen is chair of the PHED and Valerie Ervin chairs the Ed committee.

Resolution Opposing the Taking of Public Park lands for MCPS Schools
Passed by the membership at the June 13, 2011 meeting of the Montgomery County Civic Federation.
Concerning the recent site selection process for a proposed new middle school in the Bethesda-Chevy Chase cluster, and what was identified by community members, the Montgomery Planning Board Chair and Parks Director as a flawed and exclusive process employed by the Montgomery County Board of Education and Montgomery County Public Schools:
Whereas 6 out of 10 sites on a recent MCPS site selection list were county parks which have been purchased and maintained with appropriated funds and,
Whereas the County Executive acted to recommend use of one park over another based on former occupancy of Rock Creek Hills Park by Kensington Junior High School, and,
Whereas an existing 34,000 acres of county parkland are valuable natural resources as well as treasured public spaces that should not be jeopardized by uses outside ofthe mission and goals of M-NCPPC, the government entity charged with Parks stewardship, and,
Whereas parks and schools are both extremely important county services that should never compete for land use, and
Whereas, parkland should not be treated as surplus or vacant property, and
Whereas other sites should be considered for redevelopment or reclamation by the Board of Education and MCPS, such as the former Montgomery Hills Middle School, and
Whereas, the Montgomery County Planning Department staff and Planning Board should meet immediately with officials from MCPS and the Board of Education to discuss alternatives to attempting to take parkland for use as school sites,
Be it resolved that the Montgomery County Civic Federation urges the State, County Executive, incoming School Superintendent Joshua Starr, Board of Education and staff in charge of school site selection at MCPS:
• to develop a transparent process for engaging and consulting with community stakeholders long before a site selection process is started for a new school building,
• to act in the future with integrity and complete transparency,
• work in consultation with professional land use planners at the Maryland-National Capital Parks and Planning Commission and the Planning Director on all future land use decisions that will affect an entire community,
• refrain from attempting to take and use any parkland in Montgomery County for school sites.
