SUMMARY DESCRIPTION:
Under general direction, the supervisor oversees daily operations of the Department of Management and Budget. Responsible for planning, budgeting, financial monitoring and operational and management analysis functions for a defined segment of MCPS. Analyzes and reviews unit goals, multiyear plans, budget requests, functions and operations. Monitors expenditure patterns and management practices. Provides training to new employees. Has chief responsibility for production of the printed budgets. Provides support to budget analysts for the more difficult and complex assignments and exercises considerable independent judgment and initiative in recommending to unit heads planning, budgetary, financial, or management strategies to improve efficiency and effectiveness. May represent the director at meetings as needed. Assists with the creation of the department's strategic plan.KNOWLEDGE ABILITIES AND SKILLSThorough knowledge of public administration principles and practices, with emphasis on budget concepts and organizational systems, practices and procedures and their application to various organizations and function. Thorough knowledge of statistical and other management analysis techniques. Considerable knowledge of Maryland school laws and regulations governing budgets and expenditures. Understands MCPS organization, operations, goals and priorities. Able to work effectively with other MCPS units and stakeholders. Good user knowledge of computerized information systems. Excellent communications and interpersonal skills. Ability to analyze complex organizational procedures and recommend solutions to budgetary or management problems.

KNOWLEDGE, SKILLS, and ABILITIES:


EDUCATION, TRAINING, and EXPERIENCE:
Graduation from an a accredited college or university with a major in public or business administration or related field; courses or experience in, accounting, auditing, budgeting or other fiscal areas. Master's degree in public or business administration or related field highly desirable. Experience in supervision preferred. Considerable, progressively responsible staff work in public sector planning, budget preparation and administration, and management analysis. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

SUMMARY DESCRIPTION:
Under general direction of the chief operating officer provides leadership for MCPS management, budget and planning processes; monitors and supports the budget development process, including the publication of annual operating budget; monitors spending patterns to assure compliance with the budget; provides leadership in the development of short- and long-range planning processes, and monitors the implementation of plans; provides leadership for the analysis and improvement of various management functions; maintains liaison with state and county management, budget and planning officials; and assists the Board and superintendent in interpreting and developing support for annual operating budgets.

KNOWLEDGE, SKILLS, and ABILITIES:
Considerable knowledge of good management, budget and planning practices and the ability to institute these in the Montgomery County Public Schools. Ability to interpret the significance of financial and other planning data; conceptualize and implement new processes; and promote teamwork among people and units within an organization. Excellent oral and written communication and human relations skills. Ability to present budget information concisely to elected officials,and community organizations and address queries with confidence. This position requires the knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP) Administrative and Supervisory Professional Growth System (MCAAP/MCBOA PGS).

EDUCATION, TRAINING, and EXPERIENCE:
Master's degree from an accredited college or university in business, public, or education administration. Experience in developing short and long-range fiscal, strategic, and operational plans for a large public institution; experience in organizational and management analysis; and experience in supervising and coordinating staff in budget development work; or other combinations of applicable education, training, and experience which provide the knowledge, abilities and skills necessary to perform effectively in the position may be considered.

Last Spring's Shell Game (or: Hiding Dollars from the County Council)

Finding 4: Council staff was not provided updated information regarding projected health benefit costs at the time the final Council decision on the MCPS appropriation was made.
Up to date information related to the estimated costs of health benefits was important to the BOE's and the Council's decisions regarding the funding required for the MCPS contribution for employee health benefits. We determined that, at the time Council made its decision regarding appropriations for MCPS, the Council staff had only the operating budget request documents explained above and the Monthly Financial Reports available for analysis. Information regarding the downwardly revised estimates of health benefits costs could not have been gleaned from the Monthly Financial Reports and was not available in any other document provided to Council staff prior to the time information was presented to the Council Education Committee for review and consideration or prior to May 26, 2011, when the Council voted on the MCPS appropriation.
