Police Press Conference: 9 more students came forward

Montgomery County Police held a press conference at 11 AM on Thursday, December 4, 2014, regarding the arrest of MCPS substitute teacher Jose Pineda.

The press conference video is in two parts. The first part is just about 2 minutes in length. The second video is 30 minutes.

2003-2006 MCPS substitute teacher
2006-2013 not employed by MCPS
2013-2014 MCPS substitute teacher - worked 111 times in 20 different schools

  • Where did Mr. Pineda work during the years when he was not with MCPS? If anyone in the community knows, please contact the Montgomery County Police.
  • If any doubt that a law has been broken, police should be called.
  • If parents think that a child has been victimized and a law has been broken they should call the police.
  • There was somewhat of a delay in getting information to the police. (September 30th incident.)
  • If anyone believes there has been a criminal offense the police should be called right away.

  1. So what our legal eagles are doing about this; are they scurrying to find legal technicalities?

  2. Let's hope that he did not have "part-time employee" or "volunteer" status during the alleged incidents because, according to state law, he would be off the hook.

    Detectives from the Special Victims Investigations Division continue to investigate sexual offenses committed by Montgomery County Public Schools (MCPS) substitute teacher, Jose Pineda, age 50, of the 9100 block of Bramble Bush Court in Gaithersburg. Detectives believe that there may be additional victims and are urging possible victims and witnesses to come forward with information. The investigation thus far has revealed:

    In early October, detectives from the Special Victims Investigations Division began investigating the report that Jose Pineda, in his role as a MCPS substitute teacher, inappropriately touched a female student at Roberto Clemente Middle School in September of 2014. On October 14, Pineda was charged with one count of third degree sex offense and one count of sex abuse of a minor.

    Since that time, three more victims have come forward to police; these three female victims were also students. On November 19, Pineda was charged with three additional counts of third degree sex offense and three counts of sex abuse of a minor.

    Nine other female students have come forward to detectives and reported that Pineda touched them during the school day. Although these nine acts do not rise to the level of criminal violations, these students’ accounts have deepened this investigation as the students are valuable witnesses.

      Pineda taught approximately 111 days during this above time frame (November of 2013 through September of 2014). He taught a variety of grades at the elementary, middle, and high school levels and taught subjects to include English, math, science, biology, computer science, technology, special education classes, and ESOL (English for Speakers of Other Languages) classes.

      Police believe that there may be additional victims. Detectives are urging anyone with information about Jose Pineda or a possible victim to please call the Special Victims Investigations Division at 240-773-5400.

      *The Department held a press conference today to discuss the above information regarding sexual offenses committed by Montgomery County Public Schools substitute teacher, Jose Pineda. The press conference was live streamed via USTREAM. The press conference was also taped and will be available for viewing later today.   4. If the police was proactive, then we would have less press conferences taking place glorifying their excellent work after the fact.

    1. The police can't act if MCPS doesn't make the call.

    2. They are certainly proactive in other areas.
