Gazette: Members of the Montgomery County Board of Education want to make sure special education students are getting the right services.
The board’s special populations committee will start talking at its next meeting Monday about services provided to special education students. The goal is to identify items, questions or issues that should be studied internally by the school system or with an external audit.
Board member Rebecca Smondrowski (Dist. 2) of Gaithersburg introduced the idea with a resolution at the board’s March 21 meeting.
The request comes after the board spent more than an hour talking at a prior meeting about special education issues when attempting to take a position on a bill introduced in the Maryland General Assembly...

I was unable to attend this meeting but I remain suspicious that MCPS will honestly review dispute records and sincerely consider that many of the processes have gone array. Recently testimony at Annapolis for the Burden of Proof Bill demonstrated that Montgomery County parents were quite concerned and presented many of the issues. MCPS cannot remain invisible. Up to this point, MCPS has utilized deception and mean and nasty legal manipulations to avoid private placements. Inclusion in a general education program is not appropriate for all special education children. One size does not fit all! I strongly suggest that an outside, third party resource should be involved to offer an honest evaluation as MCPS is quick to deny any deceptive practices. If the system really wants to know what are the glitches in the system, then looking at the issues of the unresolved dispute cases could be quite revealing. Does Dr. Starr have the courage to proceed??
