BALTIMORE (WBFF) — As a former Maryland 529 customer service representative who eventually rose to a managerial role, for 16 years Spencer Fells was the friendly voice on the phone assuring parents their investments were growing and their child’s college funds were secure.
But now, he's changing his tune completely.
"I just am wracked with guilt that I was even a part of this organization for so long," said Fells.
After watching families struggle to access funds for almost a full year, he's calling the agency’s new interest calculations corrupt.
