MD State board rolls back censure on Baltimore County school board member


Maryland’s state board of education reversed the censure placed on a Baltimore County school board member for “rude and disrespectful conduct toward the Superintendent” during a January budget discussion.

Maggie Litz Domanowski, who is running for reelection to the school board in Councilmanic District 3, was censured by fellow board members in March for allegedly taking a disrespectful tone with district Superintendent Myriam Rogers during a Jan. 28 board meeting. The board resolution censuring her said she used a tone “that was perceived as uncivil and aggressive” when speaking with Rogers.

On her campaign website, Domanowski says she received an email Wednesday with the news that the board would rescind the censure. “It was worth the wait,” she wrote.

“We do not observe any behavior that was rude and disrespectful conduct toward the Superintendent,” Domanowski says the board’s decision said. “The video captures Appellant asking legitimate questions about the budget in a calm and professional manner during her limited and allotted time.”..

Two Silver Spring school construction projects paused due to rising costs, improper planning, MCPS says


 Changes are latest setbacks for Silver Spring International Middle, Highland View Elementary schools

...Mamoon said during the June 24 school board meeting the district had to “take a step back” because adding spaces such as the science labs required additional work including testing due to new HVAC requirements. When the district was able to “assess the condition properly,” staff determined the current budget wouldn’t be enough to pay for completing the spaces, he told the board.   

“When this project was originally planned, it did not take into account a lot of the existing challenges with that building, including the HVAC system. … The restrooms are needing upgrades,” Mamoon said. “There’s a historic portion of the building that also needs a roof replacement. So, this current budget is not going to support beyond just finishing up the gymnasium addition.”  

DiNicola said pause of constructing those spaces was frustrating, but at this point it was expected.  

“It’s super deflating,” DiNicola said. “Everyone’s reaction on our community side was like ‘Yeah, of course they’re not going to invest in us. Why is it never us?’ ”..

How much did Kaepernick’s MCPS appearance cost? [We still don't know.]


...Kaepernick discussed his new company, Lumi, according to social media posts. Lumi is a platform to empower creators “by providing them with the tools needed to independently create, publish and merchandise their stories both digitally and physically” through the use of AI tools, according to the Lumi website.  

MCPS spokesperson Chris Cram told Bethesda Today via email on Aug. 15 that Kaepernick and Ganguly were not paid for the appearances.  

“Mr. Kaepernick and Ms. Ganguly both generously donated their time to present to MCPS leadership,” Cram said in the statement. “Per our usual procedure, we cover travel costs (hotel room, point-to-point travel, meals) for professional development guests.  We also have the same procedure for finalists in leadership positions who travel from out of town.” 

Representatives for Kaepernick and Ganguly didn’t respond to requests from Bethesda Today regarding the visit and the cost of any travel expenses...

U.S. House Committee on Education and Workforce is investigating the NEA for antisemitism

Montgomery County paraeducator accused of kicking child with autism


A paraeducator in Montgomery County was charged with child abuse Monday after she was accused of kicking an elementary-school-aged child with autism in the chest because the boy drank some of her soda.

Meleni Hoffman, 32, faces felony abuse and misdemeanor assault charges in Rockville District Court, where she is scheduled for a hearing next month.

Hoffman, who has not been arrested, did not respond to messages left on a publicly listed phone number. As of Wednesday, a lawyer was not listed as representing her in court records.

Investigators say that on April 9, at Candlewood Elementary, Hoffman took out a snack “that interested the kids in the class,” causing them to gather around her. One child ran over and “took a sip of her soda,” police said...

Some Montgomery County schools have mold as 'chewing gum and duct tape' hold together HVAC systems



MONTGOMERY COUNTY, Md. — Some Montgomery County public schools have grown mold over the summer due to high humidity and suboptimal HVAC systems, MCPS Superintendent Thomas Taylor said at a board meeting Wednesday.

Voodoo sex spells, gambling binges, luxury gifts fuel $900K fraud probe into ex-Maryland PTA president

Woman accused of elaborate ‘money laundering’ scheme involving COVID relief funds


Federal officials are investigating a former Maryland PTA president for allegedly embezzling over $900,000 to live a lavish coast-to-coast lifestyle that included luxury trips, gambling benders and Voodoo sex spells — including a curse to break up the marriage of her alleged lover.

The U.S. Attorney’s Office in Maryland opened a criminal case against LaTonja Carrera, 51, who served as state PTA president from November 2020 to October 2022, according to D.C. attorney and former federal prosecutor Seth Waxman. The state organization oversaw about 800 local PTA chapters and 130,000 volunteer members. The investigation is looking at Carrera’s unauthorized spending of PTA funds from May 2020 through October 2022, Waxman said.

Waxman said federal investigators asked him last month to provide documents from a forensic audit he ordered as a court-appointed receiver of the Maryland PTA in 2022, when he took over to protect and preserve the organization’s assets. The Chicago accounting firm BDO USA conducted the audit. Waxman detailed the findings in a June 2023 lawsuit filed in Montgomery County Circuit Court on behalf of the state PTA.

Waxman’s complaint joined a 2021 National PTA lawsuit against Carrera, the state PTA board, and the newly formed Alliance for Maryland Parents, Teachers and Students. In May 2020 the national office put the state PTA on probation over “significant leadership issues.” It revoked its charter in March 2021 for failing to comply with bylaws and national PTA standards and filed suit calling Carrera “a rogue” who “threatened and intimidated Local PTAs.” The case was sealed and settled in October 2024. The national PTA announced the formation of a new parent-teacher association, Free State PTA in March 2021...

...Janis Sartucci, an attorney and member of the watchdog group Parents Coalition of Montgomery County, said the lack of vetting is common for these positions.

“It’s been standard operating procedure that candidates for these positions are not vetted,” Sartucci said. “We don’t vet our board of education members.. It’s not something that we are concerned with, which obviously leads the public school system budget open to fraud, embezzlement and waste.”..

Opinion: Antisemitism’s newest safe space: Teachers’ unions

At Nysmith School in Virginia, three Jewish siblings were expelled after their parents notified the headmaster about the relentless antisemitic bullying faced by one of the daughters. 

At Concord-Carlisle High School in Massachusetts, students gave Nazi salutes in school hallways, divided themselves into teams called “Team Auschwitz” and “Team Hamas” during athletic games, drew swastikas in notebooks and on school property and told Jewish students to “go to the gas chamber.” 

At Etiwanda School District in California, a 12-year-old Jewish student was beaten by another student, and when she called for help, she was told to “shut [her] stupid Jewish ass up.”

You have likely seen the recent onslaught of antisemitism in K-12 schools. But is it surprising that Jewish and Israeli K-12 students are experiencing antisemitism in schools, when so many teachers unions are promoting antisemitic curricula and engaging in anti-Israel political advocacy?

Nor should it be surprising that, across the country, Jewish teachers are facing the same antisemitism, only from their own peers, employers and the very people who are supposed to be protecting them from this kind of harassment in the first place — their unions.

In many instances, teachers unions play a role in curriculum development, resolve disputes between teachers and administrators and address issues related to school resources. Unions are also the bargaining representative of teachers.

As such, federal labor law imposes on a union the legal duty to fairly represent all its employees. Unions cannot choose to favor one protected identity over another or facilitate discrimination against a group of its members.

Taylor: MCPS ‘integrity and honesty gap’ needs to be addressed 
 

...In a statement responding to the report, Taylor criticized what he described as the “lack of rigor” in the review by the inspector general’s office, but also noted the findings have been the “deepest disappointment of my early tenure.” Taylor has served as superintendent since July 2024 and has implemented several changes since assuming the role, including hiring some new senior leadership staff while retaining others.  

“Even though we’ve made some changes to some of the management, I don’t think that that is everything,” Taylor told Bethesda Today. “There’s more to this than just senior management. It’s my responsibility, and I take that responsibility very seriously, that we create system structures and processes for everybody to do their best work and for them to be held accountable to doing their best work.”..

...Thirty years ago, through the winter of 1994-95, the NFL began its slow transformation into the very different game that is played today. Reacting to serious concussions suffered by several of the league’s star players, including Dallas Cowboys quarterback Troy Aikman, then-league commissioner Paul Tagliabue took a big, if seemingly begrudging, step. Despite describing concussions as merely “an occupational risk,” he created a brain injury committee. 

Since then, dozens of new rules, new equipment, and stiffer penalties have been put in place, all with the intention of trying to reduce the number of concussions players sustain...

...In recent years, much of the public pressure for change has built because of research out of the CTE Center, under the direction of Ann McKee, a William Fairfield Warren Distinguished Professor. McKee has previously said she was a “lifelong football fan,” but she now views the game as dangerous and says that “football damages brains, and young brains especially.”..

Silver Spring "Nonprofit" Safe Kids Worldwide: A Noble Mission — at What Cost?

Thank you to Bethesda Magazine for the story about $5000 grant to Safe Kids Worldwide (SKW) from Purple Line Transit Partners, the builders of the Purple Line. Unfortunately, Bethesda Magazine missed the real story — outsized compensation for the leadership of SKW —  so we'll fill you in.

Safe Kids Worldwide, the high-profile nonprofit that claims to work tirelessly to prevent childhood injuries — from traffic accidents to drownings and poisonings — is drawing scrutiny for the sky-high compensation its leaders collect. Public filings reveal a stark disconnect between the organization’s administrative payouts and its mission, especially as the nonprofit’s work overlaps substantially with many existing agencies and local coalitions.


Executive Payouts Soar

The organization’s latest IRS Form 990 (fiscal year ending mid-2023) reveals pay packages more in line with corporate boardrooms than a child-safety charity.

  • Kurt D. Newman, MD — Former President/CEO of Children’s National Medical Center — $3,000,204 in reportable compensation + $46,404 in other compensation = $3,046,608 total.

  • Aldwin Lindsay, Executive VP & CFO — $1,138,312 base + $135,445 other = $1,273,757 total.

  • Mary Anne Hilliard, Board Secretary — $932,977 base + $126,033 other = $1,059,010 total.

  • Michelle Riley-Brown, President/CEO (CNMC, from July 2023) — $843,121 base + $15,887 other = $859,008 total.

  • Torine V. Creppy, President of SKW (quoted in the Bethesda Magazine story) — $527,130 base + $84,224 other = $611,354 total.

  • Jennifer MacKay, Director of Research — $194,256 base + $19,236 other = $213,492 total.

  • Gary Karton, Content Advisor — $152,350 base + $7,835 other = $160,185 total.

  • Shushanna Mignott, Program Director for Domestic Pedestrian Safety (through Nov. 2023) — $127,626 base + $31,579 other = $159,205 total.

  • Cassandra Lynn Herring, Director of Child Occupant Protection — $137,226 base + $16,777 other = $154,003 total.

  • E. Jane Enright, Creative Director — $133,279 base + $8,581 other = $141,860 total.

For context, these 10 individuals together accounted for roughly $7.78 million in total compensation — nearly 80% of SKW’s annual revenue.


Income vs. Expenses: A Worrying Gap

SKW reported $9.79 million in revenue, with $1.62 million from program service income. The organization ended the year in the red by nearly $477,000.

Total expenses reached $8.16 million, of which $6.33 million went to program services. But executive and staff pay consumed a dominant share, leaving far less available for direct child safety initiatives.


Duplicating Efforts Across Agencies and Coalitions

Safe Kids Worldwide frames itself as a global leader in unintentional injury prevention for children — covering road safety, home safety, sports safety, and more. But these topics are already addressed by:

  • Federal agencies, like the National Highway Traffic Safety Administration (child passenger safety, bicycle safety), Consumer Product Safety Commission (product recalls, home hazards), and Centers for Disease Control and Prevention (injury prevention research).

  • State and local governments, which run safety campaigns in schools and communities.

  • Local nonprofits and hospitals, many of which operate car seat checks, drowning prevention programs, and helmet giveaways — often on shoestring budgets.

This raises the question: is SKW adding value, or simply repackaging existing efforts under its own brand while channeling large sums to executive pay?


Local Spotlight: The $5K ‘Purple Line’ Grant

Bethesda Magazine reported on August 8, 2025 that SKW received a $5,000 grant from Purple Line Transit Partners to promote pedestrian and bike safety along the light-rail corridor in Silver Spring. The grant funded activities aimed at encouraging safer walking and biking for students — an admirable goal, but one already pursued by local school safety officers, municipal transportation departments, and bike/ped advocacy groups.

In comparison, that $5,000 represents less than one-tenth of one percent of what SKW’s president, Torine V. Creppy, earned last year.


Putting the Contrasts in Perspective

  • Total Executive Pay: about $7.78 million for 10 individuals.

  • Total Revenue: $9.79 million (net loss ~$477,000).

  • Program Service Spending: $6.33 million — less than what the top earners were paid collectively.

  • Local Impact Example: A $5,000 pedestrian safety grant dwarfed by million-dollar executive packages.


The Accountability Question

Should a nonprofit ostensibly focused on child safety — and funded through donations, grants, and sponsorships — devote such an outsized share of its budget to high-level salaries, especially when much of its work overlaps with existing public programs?

The juxtaposition is stark: a small grant to help keep kids safe walking to school, and multimillion-dollar paychecks for executives. Donors, partners, and the public may reasonably wonder whether their contributions are going toward real safety improvements — or sustaining an elite payroll.

Report flags risks in Montgomery County schools' background check system


...Thousands of Montgomery County Public Schools workers have fallen through cracks in background check systems, according to a new report, potentially meaning people with criminal histories could be working closely with children.

Maryland’s Office of the Inspector General (OIG) released a report Monday detailing “deficiencies” with background checks in MCPS, which serves more than 160,000 students.

The report found what it calls serious lapses in important personnel security measures required by state law and county policy within Maryland’s largest school district...

Montgomery watchdog says school system is behind on criminal history checks

About 12,000 employees have outdated criminal history checks, and 4,900 employees haven’t been screened for cases involving child abuse and neglect.

...Inspector General Megan Davey Limarzi said in an interview the tone of the superintendent’s response letter was unusual, but she maintained that her office’s work was factually accurate. She noted that the school system agreed to most of the report’s recommendations.

“I think a lot of this back-and-forth really is a distraction, and it’s to get people to talk about something other than the deficiencies that we identified and that are contained in the report,” Limarzi said...

Breaking**Inspector General: "Actions of MCPS senior leaders do not demonstrate either accountability or transparency." Report on MCPS Failure to Background Check Staff/Contractors/Volunteers.


Today, the Montgomery County Office of the Inspector General issued a report entitled, "Review of MCPS Background Screening Office."

The IG's Report details disturbing gaps in the MCPS background checks of staff, contractors and volunteers.

The MCPS Superintendent, Thomas W. Taylor, responded to the Report and criticized the IG's process.

The IG responded to the Superintendent's criticism with a response letter that included the following statements:  

...OIG staff met with members of the Superintendent’s leadership team on June 25th and in response to that meeting made corrections to address the concerns raised and provided a revised draft report on July 7th. On July 16th we held another meeting to discuss MCPS’s proposed corrective actions and address any other questions or issues. At no time during or after that meeting did MCPS leadership request additional changes to the report, raise wording discrepancies, or identify any inaccuracies. The Superintendent did not attend either of these  meetings, and despite his claims, MCPS leaders did not exhibit or invite an authentic collaboration. In fact, during our last meeting with MCPS leadership, they repeatedly refused to discuss specifics of certain planned actions which would assist the OIG in determining if the proposed steps would address observed deficiencies or offer alternative considerations. It was only in the Superintendent’s July 25th formal response that we learned of the nature and extent of discussions with the State regarding CPS checks...

...Lastly, in contrast to their statements, the actions by MCPS senior leaders do not demonstrate either accountability or transparency. The fact remains that thousands of individuals with unsupervised access to MCPS schools and students have not had a criminal history check in more than five years and thousands more have not completed a CPS check. In the end, only one entity is tasked with and has accepted the responsibility for obtaining these background checks to safeguard employees and students, and that is MCPS.
