16-Year-Old Charged with Archdale Road Shooting

For Immediate Release: Wednesday, September 11, 2024

Gaithersburg, MD – Detectives from the Montgomery County Department of Police – 5th District Investigative Section have arrested and charged a Clarksburg teen with attempted first-degree murder, following a shooting that occurred on Wednesday, March 13, 2024, in the 19300 block of Archdale Road in Germantown.

 

The investigation has revealed that at approximately 2:59 p.m., 16-year-old Jaiden Ochieng arrived at the location in a stolen Hyundai. Moments later, when a 15-year-old male victim got off a school bus at the location, Ochieng got out of the Hyundai and chased after the victim. He then pulled out a handgun and allegedly shot at the victim, who was not injured. After the shooting, Ochieng left the scene.

 

Upon arriving at the scene, officers located two shell casings in the area of Trophy Court and Archdale Road.

 

Through the course of the investigation, detectives identified Ochieng as the suspect.

 

Officers obtained an arrest warrant for Ochieng, charging him with attempted first-degree-murder, first-degree assault, use of a firearm in the commission of a violent felony and theft related charges.

 

On Friday, September 6, officers arrested Ochieng in the 13300 block of Copper Ridge Road in Germantown and recovered a loaded handgun that the suspect had tossed prior to his arrest. Officers determined that the handgun was reported stolen out of Clinton, MD.

 

Following his arrest, additional charges were added to include possession of a firearm on school property, possession of a loaded handgun and underage possession of a firearm.

 

Jaiden Ochieng was transported to the Montgomery County Central Processing Unit, where has been charged as an adult. He is being held without bond.

16 year old arrested with loaded gun, charged with attempted murder in Maryland [Northwest High School]

 Montgomery County police have arrested and charged a 16-year-old with attempted first-degree murder following a shooting near Northwest High School. 

The suspect, identified as Jaiden Ochieng from Clarksburg, was arrested in connection with a March 13 incident on Archdale Road, according to authorities...

...In a statement, MCPS expressed "great concern" regarding the revelation that Ochieng had a firearm on school property.

"We have been informed by the Montgomery County Police Department of the arrest of a 16-year-old youth near one of our schools. The charges include possession of a firearm on school property," the statement reads...

Defense lawyers challenge rulings by former Montgomery County Circuit Judge David Boynton

At least four cases handled by a Maryland judge are being challenged after he presided over a series of hearings and did not reveal he was in talks to accept a job in the office of local prosecutors.

For more than six weeks, according to court documents and recorded proceedings, Montgomery County Circuit Court Judge David Boynton never disclosed he had discussed, negotiated and accepted a position with State’s Attorney John McCarthy’s office as chief of his Felony Trial Division. Boynton started that high-ranking job in February, days after retiring from the bench.


One sentencing in question includes the high-profile case of a Magruder High School student who shot and nearly killed another teen in a bathroom. In that hearing, Boynton ruled from the bench as McCarthy sat in the front row of the gallery.


Defense attorneys say the way Boynton and McCarthy handled the job switch contradicts Maryland rules designed to promote “public confidence in the independence, integrity, and impartiality of the judiciary.”..


...On Dec. 22, Boynton took up the sentencing of Steven Alston Jr. Nearly a year earlier, the 18-year-old was charged with attempted murder after bringing an untraceable “ghost gun” to Magruder High School and shooting another teen in a boys’ bathroom. As the case progressed, Alston’s defense attorney, David Felsen, discussed with prosecutors a way for Alston to plead guilty and — recognizing his age, cognitive limitations and previously clean criminal record — be sent to a prison program for young offenders, according to court records and hearings. The program typically takes six to seven years to complete.

The attorneys met with Boynton to discuss their plea terms. He then emailed them saying he was willing to impose a sentence “sufficient to allow defendant to complete” the program while maintaining the discretion to sentence Alston to as many as 25 years. The final decision, Boynton wrote, would come after he presided over a sentencing hearing...

FINALLY — @MCPS met with the community to discuss what occurred @MagruderHS on January 21. Honestly, I can’t imagine the school staff handling it better, but finally, the details emerged!! My favorite parts… 1/ 
@mentionsapologized. In my 10 years as an advocate, tonight marks the second time I’ve heard leaders admit publicly mistakes were made. That was important. 2/ 
No one expects a crisis to go perfectly. But when @MCPS glosses over the missteps, it doesn’t honor the experience. I appreciated @MCPS acknowledging there were folks that shouldn’t have been allowed to access the building. WE WERE IN LOCKDOWN!!! 3/

Need for training on 911 calls, using ‘bleed kits’ highlighted in Magruder High shooting report

Schools in Montgomery County, Maryland, need to train staff on making 911 calls and how to use “bleed kits,” according to a report sent to the Maryland Center for School Safety in the months following the January school shooting at Magruder High.

The report also said the school system should review whether law enforcement agencies have access to the technology — including school-issued key fobs — needed to open locked doors in emergency situations...

Magruder High shooting victim was on life support for three weeks, his mother testifies

The mother of a 16-year-old boy who was shot and seriously injured in January at Col. Zadok Magruder High School says he was on life support for three weeks following the incident, and will soon have his 10th surgery. 

Authorities allege a 17-year-old boy shot the victim, who was then 15, just before 1 p.m. Jan. 21 in a restroom at the Derwood school. Prosecutors have said the suspect purchased and assembled a privately made firearm, or ghost gun, online, then brought the loaded gun to school knowing that there would be a confrontation...

Scottish court orders former Walter Johnson lacrosse coach to return to U.S. to face charges related to 2018 murder, kidnapping plot

A former Walter Johnson High School lacrosse coach accused of a plot to murder parents and kidnap five kids in Virginia has lost his attempt to stay in the United Kingdom, where he has been for three years.

Scottish court last week denied Gary Blake Reburn’s attempt to avoid extradition to the United States to face criminal charges.

Reburn, 58, is one of four people accused of devising a plan to kidnap five children from two homes in a Mennonite community in Dayton, Va., southwest of Harrisonburg.

And:

Reburn worked for MCPS between 2012 and August 2018, according to district officials. He was the Walter Johnson High School girls lacrosse team coach.

According to the Walter Johnson High School athletics website, Reburn was a karate instructor and was previously employed by Lifematters, a home care company. Reburn played Division III college lacrosse at Mount St. Mary’s University, according to the website.

Breaking: During Magruder HS Lockdown Board of Education was Hiding at College Park Luxury Hotel. @mcps @mocoboe

On Friday, January 21, 2022, Magruder High School students and staff were confined to classrooms for an emergency lockdown that lasted 5 1/2 hours.  

During the 5 1/2 hour lockdown, Montgomery County Board of Education members did not appear at Magruder High School or at the press conference held at the elementary school next door. The Board of Education didn't even issue a statement.  

Where were the Board of Education members on January 21st?  Keep in mind that the Superintendent is the Board of Education's secretary, treasurer, and included in their meetings. 


Board of Education members and staff were in hiding at a luxury hotel in College Park.

An alert citizen snapped a picture of the sign board in the lobby of the luxury hotel announcing the Board of Education's retreat.  The Parents' Coalition has since confirmed that the Board of Education was at the luxury hotel on that date.  

A retreat of the Board of Education is an open meetings under the Maryland Open Meetings Act, but this retreat was not shown on the Board of Education's calendar

The Parents' Coalition has filed an Open Meetings Act Complaint with the Maryland Open Meetings Act Compliance Board regarding this undisclosed, off site meeting.  

We look forward to learning what Board of Education members were doing all day at this luxury hotel that prevented them from engaging in any way, shape or form with the ongoing emergency situation at Magruder High School.

Other students who witnessed the shooting didn’t alert school officials or call 911, Jones said.

The Montgomery County teenager charged with critically wounding a classmate with an untraceable ghost gun told authorities he purchased the components online and a friend helped him assemble the weapon, a prosecutor said in court Monday.

“Three different parts were literally delivered to his home,” Montgomery County Police Chief Marcus Jones added at a news conference after the hearing.

The details of the Friday shooting that put Magruder High School in lockdown emerged as Steven Alston Jr., 17, was ordered held without bond pending trial.

The 15-year-old victim “is currently fighting for his life" at a local hospital, said Carlotta Woodward,a prosecutor in the Montgomery County State’s Attorney’s Office...
