Fights, Robberies Break Out Following Walter Johnson-B-CC Football Game

Multiple fights broke out, followed by calls for service in and around the Bethesda central business district Friday night. Most happened soon after the Walter Johnson at Bethesda-Chevy Chase football game ended, according to Montgomery County Police.

Many of the incidents involved assaults, thefts and robberies.

A video of a fight circulated on social media is believed to be B-CC students assaulting Walter Johnson students, according to police. This incident occurred by the Bethesda Metro, and several people reported there were injuries.

One Walter Johnson student went to police with a parent at 10 p.m. Friday to file a report that he was assaulted and his shoes stolen...

Breaking: Board of Ed. Ditches Plan to Replace 1/2 Home Team Bleachers with a Cell Tower Compound at new Woodward High School. @mocoboe @mcps

The Parents' Coalition has learned that the Board of Education has dropped their plan to replace half of the home team bleachers at the new Woodward High School stadium with a cell tower compound.

Below are two images showing approximately what the Board of Education had planned.  The images below use the Walter Johnson High School stadium as an example of what a typical MCPS athletic stadium looks like.

The Woodward High School cell tower compound would have replaced the home team bleachers on one side of the field.  Spectators for the home team would have been restricted to the other side of the field.  But as of today, the Board of Education has apparently declined to pursue this construction project.

The red area below shows the location of the planned telecommunications tower compound at the new Woodward High School athletic stadium. The image is of the current Walter Johnson High School athletic stadium.

Scottish court orders former Walter Johnson lacrosse coach to return to U.S. to face charges related to 2018 murder, kidnapping plot

Reporter Caitlynn Peetz, from Bethesda Beat, full article here.

Opinion of the Scottish Court here.

A former Walter Johnson High School lacrosse coach accused of a plot to murder parents and kidnap five kids in Virginia has lost his attempt to stay in the United Kingdom, where he has been for three years.

A Scottish court last week denied Gary Blake Reburn’s attempt to avoid extradition to the United States to face criminal charges.

Reburn, 58, is one of four people accused of devising a plan to kidnap five children from two homes in a Mennonite community in Dayton, Va., southwest of Harrisonburg.

And:

Reburn worked for MCPS between 2012 and August 2018, according to district officials. He was the Walter Johnson High School girls lacrosse team coach.

According to the Walter Johnson High School athletics website, Reburn was a karate instructor and was previously employed by Lifematters, a home care company. Reburn played Division III college lacrosse at Mount St. Mary’s University, according to the website.

MCPS Gets an 'A' in Protecting Predators

From a parent:

Women all over the country watched as multiple victims came out against accused sexual predators with a long history of harm and wondered where it started and why the first victim was not believed?
Even when victims did report their complaints, the predators were free to continue. It was only when multiple victims came forward that the cases became too hard to visible anymore.

Montgomery County Public Schools never got the #MeToo message. How many students have to report sexual harassment and assault to MCPS before they take action to expel the perpetrator?

It is a philosophical question to be sure but not a theoretical one. I have recently seen the sexual harassment reporting process at MCPS and its massive failures up close. What I learned explains the chronic problem MCPS has with students who report predators on campus.

In this particular case, I need to obscure some details to protect the reporting students and sadly the identity of the alleged student perpetrator. To be clear, I have shared all of the details, text messages, images, and stories of this account with the school principal, the title nine coordinators in the office of the chief of staff at MCPS HQ, the head of the school board, and the Superintendent of MCPS.

The principal at the high school called me a liar and mean spirited for making what she called baseless allegations. MCPS said they followed every protocol and that there was no problem.

MCPS, we have a problem.

Three students reported another student for pervasive and repeated harassment and assault. Following MCPS procedures established at their high school, the school security guards took their statements. The students were humiliated by the process. They felt the guard doubted and downplayed their accounts. The security guards joked about their lunch plans in between taking their statements. The School Resource Officer, who should be an advocate for students, stood in the corner on her phone completely disengaged from the process. These staff members were not a caring and empathetic team of professionals who did their best to make the reporting students feel supported/

The principal of any MCPS high school can set the procedure by which students report harassment by faculty or other students. In this case, Renay Johnson, principal at Montgomery Blair High School, assigned this most sensitive task, not to a trained school counselor or high-level administrator, but one of the least qualified members of the team.

When the accused student started posting on social media about the accusers and sending text messages, I sent the messages to MCPS HQ. I spoke directly to the Title 9 coordinator, who listened to my issues, received copies of the communications then told me to stop contacting her.
The dismissive contempt that the students encountered should be horrifying to MCPS, but when I contacted the school board and the superintendent, there was no objection to the treatment. I have long email chains that verify that MCPS asserts they did nothing wrong, and they will do nothing wrong again. I am sure that is cold comfort to the next victim.

The accused student spent all of a week on suspension before being allowed back to school. I do not doubt that without substantial assistance, the student will offend again.

We have seen in the case of the sexually harassing Montgomery Blair Math Teacher, Damascus High Student Sex Assault in the locker rooms, And now the lacrosse Coach at Walter Johnson High school, predators tend to repeat and MCPS seems to be unable to stop it.

I read with dismay yet another story of MCPS employing teachers who were harassing students, this time at Walter Johnson High School. The students did not report the shoulder rubs and the wrestling with him and other students. (https://bethesdamagazine.com/bethesda-beat/bethesda/lacrosse-player-says-former-walter-johnson-girls-coach-made-her-and-teammates-uncomfortable/)

The coach would later be arrested in a kidnap scheme by police long after he left MCPS. When the story came out, one brave student wrote a piece describing the behavior in the school newspaper, how they felt it was uncomfortable.

It is clear from the student article that everyone knew. Students were warned about getting in the car with the coach.  https://www.wjpitch.com/top-stories/2020/01/22/wj-lacrosse-coach-gary-reburn-what-the-team-didnt-get-to-say/
"Every girl on the lacrosse team who had interacted with Reburn, regardless of age, knew there was something off with our varsity coach," says Lily Salvatore in  The Pitch, a student publication.

What if they had reported to MCPS? Would MCPS then take swift and decisive action against the perpetrator?

Let's look at the case of Eric Walstein at Montgomery Blair High School, who retired from teaching after years of alleged harassment of female students. His last three years under Renay Johnson, the then and current principal at Blair. Mr. Wailestin's former students wrote a letter to outline his behavior in 2018, but MCPS already knew all about it from a report by a parent in 2011. Walstein claimed to be unaware of any concerns the school had about him. (https://bethesdamagazine.com/bethesda-beat/schools/blair-alumni-accuse-renowned-math-teacher-of-years-of-harassingbehavior/)

After some time has passed, we will likely find out that the creepy lacrosse coach at Walter Johnson was reported like the Blair Math teacher but that he was allowed to keep teaching.

The lawyers for the Damascus High students said that MCPS had reported the assaults and that everyone knew. MCPS countered by calling the lawyers for the student's liars. Although the lawsuit was in the early stage, it seems unlikely for a lawyer to make that assertion without some proof.

Would it have mattered if the students at Damascus, Blair, or Walter Johnson did report? I am not sure it would have. It certainly did not matter in the case of the three students who reported this month.

MCPS needs to make a wholesale change in its reporting procedures. We need to get security guards out of the reporting process entirely. There is no place for sensitive matters like sexual harassment and assault, except in the hands of highly trained professionals like school counselors and psychologists.

No policy changes are needed. Each principal can make the change today. Principals are in charge of how reporting is handled at MCPS within their schools. You can pressure your principal to make the change today to:
  1. Reporting should happen only to a high-level school administrator who is a direct report to the principal.
  2. Students should be offered counseling sessions with the school psychologist for three months following each incident.
  3. Students should be given privacy in reporting, and be prompted to call their parents. MCPS rules require informing parents within 24 hours, but parents don't have to notify at the time of reporting. Students could be offered a chance to call their parents or a trusted adult. Students don't have to make the call, but knowing that they can reach out to their parents and have them present when reporting, for some students, would be comforting.

While I feel there is no perfect response to the issues at MCPS, we need to realize that the process matters. All reporting students need to be treated with respect and dignity.

If MCPS can manage to change their process and take claims seriously with real consequences for predators, then they can claim to protect students.

Update: Maine School will Not be Receiving 200+ Tons of Crumb Rubber from WJHS Football Field. Where will it go?

The Parents' Coalition has learned from Sarah Craighead Dedmon the Editor of the Machias Valley News Observer that the school in Maine that was listed as the destination for the 200+ tons of crumb rubber infill removed from the WJHS artificial turf football field will not be receiving the crumb rubber.

MCPS will need to update their plan for the removal of the 200+ tons of crumb rubber removed from the WJHS artificial turf.

Where will it go?

MCPS Shipping 200+ Tons of Crumb Rubber Infill to Maine School #artificialturf #WJHS #crumbrubber

Half of the 229 one ton bags of crumb rubber removed from the WJHS failed artificial turf field.

WJHS crumb rubber.
Each bag is 1 ton of ground up tires.
MCPS has now announced what will happen to the 200+ tons of crumb rubber removed from the failed Walter Johnson High School artificial turf football field.

Most of the 220 tons of crumb rubber will be shipped to Maine where it will be used as infill for a school field in the town of East Machias, Maine.  The school is in a very rural area and serves both private and public school students.

Today: Walter Johnson HS Artificial Turf Field Off to Landfill in So. Virginia @MCPSSERT #GreenTeam #EarthDayEveryDay #Landfill #PlasticPollution

Here is video of the plastic grass and tons of ground up tires from the Walter Johnson High School football field being loaded into a dumpster today.

Off to the landfill in Southern Virginia where it can live for the next 1,000+ years with the plastic and ground up tires from Richard Montgomery High School.

Remember that MCPS put out a vague memo about what would happen to the WJHS artificial turf when it was removed.  Maybe the memo was vague for a reason?

WJ lacrosse coach Gary Reburn: what the team didn’t get to say

Walking into my first girls’ varsity lacrosse practice, the seniors obviously had rules for us freshman to follow. Expecting mandatory clean up and duty as packing mules, I was stunned and a little scared when the first rule was to never go to coach Gary Reburn’s car alone.
Every girl on the lacrosse team who had interacted with Reburn, regardless of age, knew there was something off with our varsity coach. From his borderline offensive teasing, to his touchy mannerisms, we knew to keep our distance.
The parents were even suspicious of the way he ran the team. Prior to my freshman year, news broke that Reburn was a part of a dating website, Ashley Madison. This website, sporting the slogan “Life’s short, have an affair,” linked married men and women together in order to fuel secret romances...

Jennifer Gross: Board of Education has "willfully and intentionally left massive loopholes in their Employee Code of Conduct"

Jennifer Marie Gross

This article is maddening for several reasons not the least of which is the fact that MCPS is once again making ridiculous statements about what they did not know. The fact is, they don't know if there have ever been reports about him before because they have willfully and intentionally left massive loopholes in their Employee Code of Conduct that specifically state they do not have to document all concerns and they have also left a clause in that I call the "nice guys get a pass and jerks get disciplined" Since the day I forced them to implement their code of conduct and I saw these loopholes, I have tried to get them taken out and yet, as of this morning they are still in the code.

So...parents, when you see MCPS say things like, MCPS spokeswoman Gboyinde Onijala said Friday that MCPS officials were not told of any allegations of misconduct or inappropriate behavior by Reburn while he was employed. "We take all reports, complaints and concerns from community members, students and staff seriously,” Onijala said. “I feel very strongly if any allegations were brought forward, (the administration) would have acted swiftly.”
PLEASE know, that's a lie. Plain and simple.

https://bethesdamagazine.com/bethesda-beat/bethesda/lacrosse-player-says-former-walter-johnson-girls-coach-made-her-and-teammates-uncomfortable/#disqus_thread

For anyone interested in more details of my comment above, please see this document I wrote per the request of a member of the BOE (who never responded once I submitted it). I did get a response from MCPS who stated I was instilling a culture of fear and preventing them from responding in a trauma informed way. Telling the truth about child sexual abuse and demanding systems protect children is trauma informed.

What is not trauma informed is the MCPS spokesperson saying offensive, victim shaming and blaming things in this article like, "she wrote that “there are students and community members who have expressed concern over [Salvatore’s column] because they did not experience or witness any of the things the student mentions in her opinion piece.” That is exactly what a lot of people at Cloverly said and yet, John Vigna sits in prison for sexually abusing multiple children in an MCPS classroom. Apparently no one in MCPS has yet learned anything about child sexual abuse.

Is political diversity welcome in MCPS?

The official student newspaper
 of Walter Johnson High School
...Discrimination based on political affiliation is the same as any other form of intolerance— horrible and unnaceptable. If we want to encourage diversity and compromise among people of different beliefs, then we have to not only start teaching that open mindedness in class, but also train teachers and other staff to exemplify it in their overall behavior as well.
“During a discussion in [middle] school, my sister raised her hand and told the teacher that her father disagreed with one of the things that people were saying,” an anonymous junior said. “The teacher said that her father was wrong and told her to stand outside of the classroom while they finished the discussion.”..

MCPS Superintendent Jack Smith Has A Secret #ArtificialTurf #plasticpollution

On Thursday, January 9, 2020, the Board of Education will be presented with a Resolution for the replacement of the defective, failed Walter Johnson High School artificial turf football field.  The Resolution (shown below) mentions that there is a detailed recycling plan for the old artificial turf and infill when it is removed.  But, Superintendent Smith doesn't actually tell the Board of Education or the public about that detailed recycling plan.

The Board of Education will vote on the removal of this plastic field without knowing what will happen to all that plastic and the 120 tons of ground up tires.

RMHS artificial turf in dumpster (2018)
Recall that when the Richard Montgomery High School artificial turf football field was replaced the old field littered the ground, polluted storm drains, spilled on the street, and was ultimately dumped by a river in Baltimore County.

Superintendent Jack R. Smith and MCPS COO Andrew Zuckerman didn't want to discuss the massive pollution that resulted from the removal of that artificial turf field. They considered questions about the pollution a distraction from their "core mission of teaching and learning."

     The statement read in part:
...It is unfortunate that there is a small group of individuals attempting to mislead and misinform our community about this issue. This behavior distracts from our core mission of teaching and learning. I am particularly troubled by the fact that in this case we are fielding questions about a paintball facility’s reuse of artificial turf in White Marsh, Maryland when here in Montgomery County locally we are focused on creating opportunities for all students to learn and achieve at high levels...
http://parentscoalitionmc.blogspot.com/2018/08/parade-of-pollution-july-30-2018-smith.html

Superintendent Smith even said what happens to the removed plastic and ground up tires was "beyond the control of MCPS."

http://parentscoalitionmc.blogspot.com/2018/08/superintendent-smith-says-what-happens.html

MCPS dumped RMHS plastic field by Bird River.
Now, here we are in 2020 and another MCPS artificial turf field is about to be torn up and thrown away.  But where will the old plastic field and 120 tons of ground up tires go?

Will it once again be dumped by a river?

Will it once again go to a landfill in Southern Virginia?

Superintendent Jack Smith isn't telling.

‘Why don’t we get the field?’: Use of playing field pits an elite private school against D.C. public schools

An elite private school has been granted special access to a public playing field in Northwest Washington in exchange for funding upgrades to the site. But the deal with D.C. officials has some residents and politicians calling foul on a move they say shortchanges public school students.
The deal between the Maret School and the D.C. Department of Parks and Recreation allows Maret exclusive use of the field at the Jelleff Recreation Center during the hours of highest demand, 3:30 p.m. to 5:30 p.m., on weekdays for the next decade, according to Marjo Talbott, Maret’s head of school. In exchange, the school is spending about $950,000 to improve the turf field, add a fence and renovate the recreation center building, Talbott said.
In response, a coalition of public school parents, elected officials and area residents is petitioning Mayor Muriel E. Bowser (D) to reverse the deal...

Friedson says process ‘raises broader concerns’ about communication, planning #WoodwardHSsite #overcrowding

Montgomery Council Member Questions Future of Woodward High School
A Montgomery County Council member wrote to the leader of the county’s school system Thursday, concerned about the future of Woodward High School in Rockville.

Council member Andrew Friedson, who represents Bethesda, pressed MCPS Superintendent Jack Smith in the letter on “unexplained changes in philosophy” not relayed to the council as school system leaders explore the idea of including a performing arts magnet program at the facility.

Woodward, on Old Georgetown Road, currently is a temporary home for Tilden Middle School and will later hold Northwood High School students while their school undergoes extensive renovations. When Northwood students move back to their permanent school, Woodward is expected to reopen as a new high school.

The County Council has allocated $120 million to the Woodward renovation project, but was unaware of Montgomery County Public Schools’ vision of an arts magnet program, Friedson said.

“In addition to the significant delay for Woodward alleviating overcrowding at [Walter Johnson] … this latest revelation appears to be yet another backtracking of commitments made to the community,” Friedson wrote. “… This process raises broader concerns about communication, sufficient public input, and questionable planning.”..

Maryland youth, 18, charged after allegedly threatening to ‘shoot up’ school - Walter Johnson High School, Bethesda, MD

An 18-year-old Montgomery County man was charged with making a “threat of mass violence” after he allegedly posted a photo on social media of himself holding an assault-style rifle and threatening to “shoot up” Walter Johnson High School, police officials said Saturday.
Luis Amilcar Cabrera of Rockville was being held on no-bond status at the Montgomery County jail. He is expected to make his first court appearance Monday.
“There is absolutely no excuse for this type of behavior,” said Capt. Paul Starks, a Montgomery police spokesman. “We take all threats seriously.”..

WJHS Football Field is Full of #CRAP

FYI: Artificial turf football fields are supposed to look green. They are not supposed to look black.  When they look black it means that far too many tons of crumb rubber have been dumped on the field to take the place of the plastic grass.

Tons of extra crumb rubber means the field has failed and the playing surface is not safe.

The blades of plastic are no longer able to hold the required depth of crumb rubber in place to prevent athletes from killing themselves when they hit the ground stone surface beneath the plastic.  The playing surface is no longer uniform or stable.

The Walter Johnson High School football field is being used by two football teams this season and there are no plans or funding to replace this field this year.  Students from all over Montgomery County will be risking their lives on this surface.
