Many MCPS teachers said a principal sexually harassed them. The Board of Education promoted him. @mcps @mocoboe Washington Post Interviewed 45 MCPS Staff Members.

Educators and others reported Joel Beidleman to Montgomery County Public Schools 18 times in seven years. It made no difference.


...In the living room, Beidleman told her: “You should just f--- me. Everybody thinks you should,” according to the complaint and two of those present. He turned to his co-workers and asked them: “Don’t you think she should just f--- me?” The teacher, who spoke on the condition of anonymity because she fears retaliation from Beidleman and MCPS, quickly left...

Other students who witnessed the shooting didn’t alert school officials or call 911, Jones said.

The Montgomery County teenager charged with critically wounding a classmate with an untraceable ghost gun told authorities he purchased the components online and a friend helped him assemble the weapon, a prosecutor said in court Monday.

“Three different parts were literally delivered to his home,” Montgomery County Police Chief Marcus Jones added at a news conference after the hearing.

The details of the Friday shooting that put Magruder High School in lockdown emerged as Steven Alston Jr., 17, was ordered held without bond pending trial.

The 15-year-old victim “is currently fighting for his life" at a local hospital, said Carlotta Woodward,a prosecutor in the Montgomery County State’s Attorney’s Office...

Give MCPS Parents Access to Existing Live Stream of Cameras Inside School Buses

Montgomery County Public Schools and Montgomery County Police entered into a contract with a company to install exterior and interior cameras on all MCPS school buses.

In 2016, the Montgomery County Council learned all about the cameras installed on the buses.  Below are excerpts from the County Council packet that was written by Susan J. Farag, Legislative Analyst and Essie McGuire, Senior Legislative Analyst.  Essie McGuire now works for MCPS COO Andrew Zuckerman. 

One of the features of the 14 cameras per bus package installed on MCPS school buses is LIVE VISUAL links inside the bus to access activity and PROTECT students from SEXUAL ASSAULTS.  

MCPS is well aware of this feature.  It's time to make parents and guardians aware and give them access to the live video that is available today on MCPS school buses.  It's time to use the existing technology to really keep students safe on MCPS school buses.

...BusGuard protects students from theft, drug dealers, sexual assault, fights, weapons, other crimes and inappropriate behavior, and also helps protect school bus drivers from abuse or trouble caused by students. While some districts request systems capable of recording activity related to motorists who illegally pass stopped scihool buses, our offer also includes interior cameras and twoMway Voice-Over-IP (VOIP) communication, as well as a sl/ent alann for the bus driver to quickly signal an emergency. With BusGuard, school officials are given live audio and visual links inside the bus to assess activity in the event of an emergency, or to investigate a report of inappropriate or illegal behavior (page circle 18)....

The three interior cameras have "live view" streaming video with live twoway communication with the driver's remote access. MCPS OFFICIALS OFFER RECOMMENDATIONS ON SCHOOL SAFETY

...“I think parents are an important part of the solution and they’re sort of missing from the report,” Huebner said. “So, I’m interested to see if there are any ways we can work more closely with the school on these issues…Sometimes parents are aware of school safety issues that may not be known to the schools. The schools may be aware of school safety issues that the parents aren’t aware of. I think that communication between the two is really critical in making sure that children are protected and feel safe.”...

...Furthermore, MCPS should compile an inventory of and then assess all “school-sponsored prevention and early intervention programs” regarding harassment, bullying and intimidation at the high schools, and then develop “a systemwide approach to implement the most effective programs.”...

Driving high: MCPS students speak out

It’s 11:30 p.m. Students emerge from the darkness of the Whitman parking lot and head toward their car.  Less than an hour ago, everyone in the car, including the driver, took several hits from a bong. Despite their daze, the kids pile into the car, and the driver pulls out into the neighborhood.
This isn’t an uncommon tale for Whitman students. Many students admit to driving while high on marijuana—and a lot of them said they believe it poses almost no risk.
“I didn’t really notice much of a difference,” a senior said. “I was still able to concentrate, and I didn’t really notice it until I got home that I was that high.”...

ABC7: Student smuggles "pot brownies" into Blair HS, sickens two students

He laced chocolate brownies with marijuana, snuck them into his high school, sold them for $15 each and managed to sicken two fellow students in the process, police say.
Montgomery County Police have charged William Conrad Keysar, 18, a senior at Montgomery Blair High School in Silver Spring, with four criminal counts including distribution of a controlled dangerous substance on school property.
According to charging documents filed in Montgomery County District Court, on the day before Thanksgiving, Keysar roamed the hallways of Montgomery Blair selling pot brownies to students who wanted to make their classes a bit more... interesting...

Multiple Trespassers in Blair High School - Principal: "Maybe it's happening more often than we know."

Where only first names appear, names have been changed to protect the identity of the sources.

Montgomery Blair experienced three security breaches by students who attend other Montgomery County high schools between Oct. 7 and Oct. 12. Two of these breaches led to physical confrontations between the Blazers and the outside students.

The first incident occurred on Oct. 7, when a trespasser entered the second floor math hallway near the end of the school day to confront a Blair student he knew from his neighborhood. A verbal altercation escalated into a physical fight, at which point Blair security intervened. "Security was called, security came in, there was a heated argument between the men and the trespasser was removed. We later found out too, from looking at security cameras, he didn't walk through the main entrance and sign in," Principal Renay Johnson explained.



Two days later, on Oct. 9, a student from another Montgomery County High School entered the building with the intent of buying a ticket for the Homecoming dance. However, he also did not sign in at the office and was therefore considered a trespasser.

On the Monday of the next school week, Oct. 12, two students from a Gaithersburg high school gained entrance to the building at the end of the day. After the last bell rang, they approached a Blair student in an English classroom with whom they had a disagreement and a physical altercation ensued. The hallway quickly became crowded as Blair students gathered to watch and film the fight on cellphones. "Everyone was crowding around the girls and I heard them yelling at each other and then I saw hands flying," sophomore Aissatou Bokoum said. The fight was broken up by the teacher, who told students to move along in the hallway and pulled the two students from Gaithersburg into his classroom. "I got stuck at the door because everyone crowded up and I had to wait until everything was over," Amy remembered. A friend of the targeted Blazer who intervened to defend the student received a cut to the face.

All of the students who entered the building without permission received "no trespassing" letters, issued by Montgomery County Police. The Blair students who opened the door for the intruders were suspended.

Johnson sent out a letter to Blair parents and guardians after the incidents, which warned against opening doors for visitors, but did not mention the specific instances themselves. "I was basically trying to say 'don't let strangers come in' but not going into detail on each incident. I think it's too much information," Johnson said. She also made a similar announcement to students over the intercom, mentioning that outsiders had gained entrance to the building but not the physical violence. Johnson said that describing the incidents in more detail could have compromised the privacy of the affected students.

Though she said there was likely no connection between these three occurrences, Johnson had some guesses as to why they happened. "Maybe Homecoming week was just a crazy week and people felt like they wanted to settle their beefs, but maybe not. Maybe it's happening more often than we know," she said.

Special Education Paraeducator - "some of the alleged conduct that led to his arrest may have occurred on school property."

...A former Montgomery County paraeducator is accused of sexually assaulting a 14-year-old female student.
Robert Otis Wilson III, 23, was arrested Thursday night, Montgomery County Police said.
Further details about the allegations have not been released, but Montgomery County Public Schools (MCPS) said in a statement in part, "We are very concerned and disturbed about the allegations against Mr. Wilson and that some of the alleged conduct that led to his arrest may have occurred on school property."
MCPS said Wilson is currently on administrative leave.
He had worked for MCPS since August 2013, when he started as a special education paraeducator. He later applied for a job at the Division of Food and Nutrition Services warehouse, and began that position March 30.
Wilson also worked as the assistant track coach at Wheaton High School for the past two years.
Members of both school communities are being notified about the arrest, MCPS said.
MCPS said the sex assault allegation came to the attention of a staff member at A. Mario Loiederman Middle School in Silver Spring earlier this month. The claim was then reported to Child Protective Services and the Montgomery County Police Department...

...Authorities interviewed Wilson on Tuesday. They say he admitted he had feelings toward the victim and that he knew it was wrong due to their age difference and his position as a paraeducator...

Can a MCPS School Bus give drivers tickets? Check back next year!



WTOP:  External school bus cameras document unsafe motorists




WASHINGTON -- This bus stops bad drivers.


Montgomery County school buses are now equipped with external cameras, keeping an eye on surrounding drivers when the stop sign is out and the red lights are on.

The new safety enforcement tactic aims at documenting drivers who don't adhere to school bus safety procedures.

"It happens way too frequently, and each time it happens it's a potentially dangerous situation for kids," says Todd Watkins, director of transportation for Montgomery County schools.

Roughly 100 buses have had the cameras installed. While the footage they document can't yet lead to tickets for drivers, the school system remains vigilant.

"We will then find those spots on the video, and download those and keep those as part of our data gathering," Watkins says.

Legislation allowing for automated fines is set for consideration next year.

More on this from MCPS here.  The cameras cost $500 each and were installed on 96 buses. That was $48,000 that Superintendent Weast found for this project in this "bare-bones" budget.

Gompers Inc or Gompers Not

To most parents of MCPS students, the name James Gompers rings no bells. But in the eyes of MCPS Director of School Safety and Security Bob Hellmuth, Gompers is one of the most knowledgeable and trustworthy security experts in the fields of video surveillance and visitor tracking systems.

How much do Security Director Hellmuth and the Board of Education really know about the man who is advising MCPS how to spend millions of dollars to secure our schools?

Security Director Hellmuth was so impressed by Gompers that he hired him to select millions of dollars of video cameras and computer-based visitor tracking systems for our schools. Hellmuth had so much confidence in Gompers that he even disregarded the MCPS procurement procedures and state laws that require that competitive bids must be solicited for large purchases. Even the selection of Gompers, Inc. as the security consulting firm was made on a "no-bid" basis by Hellmuth.

Gompers' main published credential is that he has experience in the security industry. He has written several minimally-technical articles about security cameras and related equipment and is a frequent presenter at trade shows. Gompers' articles are typically followed by the following statement, or similar wording:
James Gompers is founder and president/CEO of Gompers Inc., which is made up of Gompers Technologies Design Group (GTD Group), Gompers Technologies Testing and Research Group (GTTR Group) and the Gompers Alliance. The Gompers Alliance pools talent from top consulting firms in the security, communications and data industries. He has more than 20 years of experience in the security industry.”
Any résumé that Gompers gave Hellmuth would presumably have had much greater detail than provided above because Hellmuth let Gompers go right to work based on just a proposal that has never been signed by any BOE member or MCPS employee. (Perhaps, at some point, MCPS will be able to locate a contract that was signed by Nancy Navarro, who was the BOE president at the time that Gompers began providing his services.)

And what about those four business entities that Mr. Gompers runs? James Gompers lives in Illinois, and records from the Illinois Secretary of State (ISS) show that he has, indeed, registered four corporations and one LLC in his home state. What Gompers hasn’t done for several years, according to Illinois state records, is submit corporate tax statements for his companies. His failure to submit the tax statements led to involuntary dissolution of each of his companies.

Even though disqualified under Illinois law from operating as a corporation, Gompers, Inc. issued proposals and provided consulting services to MCPS, and accepted payments from MCPS.

According to Illinois state records, none of Gompers' companies are in good legal standing, so Gompers should not have been doing business under any of his (disqualified) company names.

Maybe that's why MCPS hasn't been able to produce copies of any ratified contracts between Gompers and MCPS.

But even without a ratified contract, the BOE approved payments of over $61,000 to one of Gompers' non-existent companies for consulting services.

What we still don't know, though, is why Gompers has not filed the corporate tax statements for any of his companies in several years. While that's an issue for Gompers to resolve with the state of Illinois, it would seem to raise enough red flags that perhaps the BOE should review the quality of services and independence of product recommendations that Gompers provided to MCPS.

Navarro Board buys cameras, but how many?


Sources indicate that over the last two years MCPS has purchased new IP security cameras to replace the security cameras that were purchased in 1999. But how many new IP security cameras have been purchased over the last two years? Board of Education minutes are silent on this question. For the last two years the Board of Education President has been Nancy Navarro.

Only press releases from vendors and security news services give a hint. The purchase was not documented in Board minutes and no contract was signed for this multi-million dollar procurement. Have 578, 1,900, 3000 or 3,775 IP security cameras been purchased by the Board of Education for installation in MCPS this year?

Here are some clues:

This press release from a Security Conference says that MCPS "expects to have more than 3,000 digital cameras installed in the school district by the end of the year and a total of 12,000 to 13,000 cameras by the end of the initiative."

This press release says that MCPS "middle schools,
which on average are deploying 50 IQeye cameras." There are 35 MCPS middle schools. 50 X 38 would mean that 1,900 IQeye security cameras are already in MCPS middle schools alone.

This press release says that MCPS high schools are getting "about 70-80 cameras" and middle schools are getting "about 50 IQeye megapixel cameras per school." There are 25 high schools in MCPS. 25 x 75 would be 1,875 security cameras at the high schools. Adding the high school cameras to the middle school cameras would put the number of security cameras being installed in MCPS schools this year at about 3,775.

This March 19, 2009, web conference says that MCPS has "578 IP security cameras installed and hope to have 6,000 installed by the end of the project."
