2/18/26: MCPS Director of Security at BCC High School on VOLT AI Pilot

Notes from the PTSA meeting held at BCC High School on February 18, 2026. 

The topic of the meeting was the surprise announcement of a pilot of the VOLT AI system.  MCPS Director of Security Marcus Jones was the only speaker on this topic.  No representatives from VOLT AI spoke. 

Director Jones said that MCPS was approached and offered a no cost, 30 day trial of the VOLT AI product.

The 30 day pilot will be at three schools:  Seneca Valley HS because it is the largest high school in the state of Maryland, BCC High School because it is urban, and Magruder High School because it is suburban.  They asked the principals if they would participate. The pilot will begin March 2nd. 

Director Jones said this is the "evaluation phase."  There will be weekly reports and a final report. MCPS schools already have cameras. The VOLT AI system will only be on 30 cameras per school.  Each school has about 200 cameras. Currently, existing MCPS cameras are not monitored.  

A question was asked about what data MCPS currently has on incidents at schools and if that data would be used to compare to to the data generated from the VOLT AI pilot.  Director Jones said there isn't any data and you can't know what will happen in a school any given week.  There are no plans to evaluate data and no metrics for evaluating the system were stated. 

The agreement to do this pilot was reviewed by MCPS legal counsel. 

Director Jones said that nothing is off the table with regard to school security. 

Once installed, MCPS will run tests to see how VOLT AI responds.  They will set up test scenarios and see response. A human at VOLT AI will receive the alerts, review the video and contact MCPS.  A question was asked about where the VOLT AI human was located, the answer was USA. 

VOLT AI will retain the video for 30 days and then it will be deleted. 

Director Jones said he can not speak to the cost of VOLT AI.  He said he is not the decision maker.  The decision maker are the elected officials.  Even though VOLT AI is from Bethesda, they won't be given preference. 

Director Jones will not tell principals how to use the information from VOLT AI.

Statement on Behalf of the Black United Front of Montgomery County Re: Wootton High School

The Black United Front Of Montgomery County is saddened and troubled by the shooting that took place on Monday. Our thoughts are with the family of the victim and we offer any help as they navigate this very difficult time.

At the same time though, The Black United Front of Moco cannot help but condemn the backlash and outrage over the facts. The fact that certain public officials are calling for the return of School Resource Officers despite study after study and input from experts that SRO’s do not contribute to student and school safety and marginalize Black students. The fact that certain public officials are calling for AI Surveillance in schools. Which is problematic considering the fact that AI has already been noted for having racial bias and that this measure will disproportionately affect Black students. In addition, contribute to the expansion of the police surveillance state in Montgomery County. Lastly, the fact that certain segments of the populace are demanding metal detectors in schools. This is problematic because it essentially turns schools into training grounds for incarceration and feeds into the school to prison pipeline and the larger prison industrial complex.

The fact is that despite the condolences offered by the County Council, this is just a cover of the continued anti-Blackness that permeates the county. For 250 years since the county’s establishment, it has been very apparent that Black people are the permanent underclass and as the permanent underclass, they feel that they can do whatever they want to us. It is a bitter irony that for a County that is celebrating its 250 years with the theme of Equity, Diversity, and Inclusion that the Black community continues to be excluded and denigrated. Despite the passage of the Racial Equity and Social Justice Act in 2019, the Council wants to act like they haven’t passed it. We demand that the council makes a stronger commitment to enforce the laws and rules already in statute and county policy.
 
         This was totally preventable! Especially since the mother reported that she had been trying to remove her son from Wootton due to the ongoing bullying that they have been dealing with. Anyone who is familiar with MCPS will tell you that the bullying is at an astronomical level with the Board of Education and MCPS in particular stepping in line defending bullies. On top of which, the anti-Blackness in the bullying adds additional trauma to students. This is not surprising but still disgusting because despite recommendations from activist-organizers on developing Black cultural curriculum, mental health centers and designating young Black boys as a protective class, there has been silence or in some cases hostilities in creating programs specifically for Black students yet the same bodies will create programs for every other group.

        The Black United Front demands accountability not only from the School Board, but the County Council and the County Executive who has firmly denied and allowed this incident to happen. Blood is on their hands. We demand that the County Council, the School Board apologize for their failure to act on behalf of Black youth. We demand investments in Black youth that include a Black cultural curriculum, true restorative justice, and wraparound mental health services. We also demand an immediate emergency council meeting to deal with the crisis among Black youth especially since the increase of homicides in the county disproportionately affect Black boys and men.

County school board renews debate over artificial turf vs. grass fields during proposed capital budget review


Six high schools are set to get either new synthetic turf fields or replacement fields as part of Montgomery County Public Schools (MCPS) proposed six-year capital improvements program (CIP), a plan that sparked debate among county school board members Tuesday over whether the district should move forward with turf or explore installing more natural grass fields.  

MCPS Athletics Director Jeffrey Sullivan and Capital Budget and Projects Manager Donald Connelly joined the school board Tuesday to talk about the proposal for fields during a CIP work session at the school board headquarters at 15 W. Gude Drive in Rockville. They discussed the costs, benefits and drawbacks of natural and turf fields as part of the board’s review of the district’s $2.7 billion proposed CIP plan.  

In recent weeks, the board has held several work sessions to review the proposed CIP, and is expected to vote on the proposal during its Nov. 20 business meeting.   

The CIP calls for the district to spend $15 million during fiscal year 2027 for six turf installations or replacements. The amount also includes money for three or four playground replacements...

Janis Sartucci of the Parents' Coalition of Montgomery County questioned the superintendent's comments.

"As recently as this spring, Superintendent Taylor said he needed an extra $30 million or he had to let teachers go, and he had to make class sizes larger. So, how and where is this money now coming from?" she asked...

How much did Kaepernick’s MCPS appearance cost? [We still don't know.]


...Kaepernick discussed his new company, Lumi, according to social media posts. Lumi is a platform to empower creators “by providing them with the tools needed to independently create, publish and merchandise their stories both digitally and physically” through the use of AI tools, according to the Lumi website.  

MCPS spokesperson Chris Cram told Bethesda Today via email on Aug. 15 that Kaepernick and Ganguly were not paid for the appearances.  

“Mr. Kaepernick and Ms. Ganguly both generously donated their time to present to MCPS leadership,” Cram said in the statement. “Per our usual procedure, we cover travel costs (hotel room, point-to-point travel, meals) for professional development guests.  We also have the same procedure for finalists in leadership positions who travel from out of town.” 

Representatives for Kaepernick and Ganguly didn’t respond to requests from Bethesda Today regarding the visit and the cost of any travel expenses...

Interim Prince George's schools superintendent [Shawn Joseph] left controversy in Nashville schools

Joseph will take over as a national search for the next superintendent is conducted. His tenure as the leader of the Nashville school system was mired in controversy and he eventually agreed to leave.

His contract in Nashville was bought out. According to media reports, Joseph was criticized for not properly handling multiple sexual harassment complaints made not against him but against other employees, and for securing no-bid contracts.

Some of those who filed sexual harassment complaints sued for hundreds of thousands of dollars. Joseph resisted calls for him to resign in December 2018.

Nashville board members spoke for and against Joseph at a meeting in April 2019, where his separation agreement was announced...

Student-made App Offers Students Way To Voice Concerns

Closed bathrooms are no strange sight to Sherwood students, but rounding the corner at the start of the 2024-25 year, a team of student software developers is making an app to counteract issues like these, enabling students to report school-wide issues across MCPS. Ripple is an app for students to report problems in their individual schools.

The hope for Ripple is to give students a voice and hold MCPS accountable for providing the best schools it can. “I think it could help bridge the communication gap between students and admin, and help improve student experiences by providing data on the small issues that students have,” said new SMOB Praneel Suvarna.

Once opened on either chromebooks or phones, Ripple gives students a map of the county and a list of reports they can make. These reports are customized for each school to better reflect issues that may be specific to each school. The possible reports can include anything from locked bathrooms, missing menstrual products, nonfunctional water fountains, broken infrastructure, and anything else staff members see as an issue.

If a student hypothetically spots a locked bathroom, they may select their MCPS school, click on the “Closed Bathrooms” issue, and then type in the room number nearest to the problem and voilá. Their anonymous report is submitted and may be seen by teachers, staff, and even the principal. The map is also updated to show the issue in that particular school...

Board of Education Funds Private School with Wing of MCPS School, Classrooms, Principal, School Buses and More [No Bid Funding]

Please note the report below is from a June 2018 document.  The funding for this no bid, private school is not disclosed in the Board of Education's annual public Operating Budget document. June of 2018 is the most recent information the public has for the Board of Education's funding of this private school.  

The image to the left shows a wing of Sligo Middle School in Silver Spring with the Saturday School awning permanently installed.  The private school uses the Sligo Middle School address as their business address.

County school board candidates discuss budgets, school security in forum

One question about the perception of MCPS spurred conversations around student and school performance and the reason for declining trust in the district.  

Harris blamed unfavorable perceptions of MCPS on only bad news being reported, noting the school system is struggling with similar challenges that other districts also are facing, like the increased needs of students that require more educational resources.  

“We are very honestly struggling to meet the needs of the current generation of learners,” Harris said. “This is a school system that is still trying to catch up to reality.”  

Diaz said she would empower all teachers to give students the grades they deserve and eliminate grade inflation.  

Evans said the district and board members needed to be out in the community more so people can understand what’s going on in the district. “We have some wonderful legislators that have put forth [the Blueprint for Maryland’s Future] that is going to allow us to ensure that our teachers are paid more,” said Evans, noting the 2021 landmark education reform legislation passed by the Maryland General Assembly. 

Montoya said she still believed in the quality of the school district but added that test scores and safety incidents are creating concerns among families.  

“So I think that when we talk about addressing these issues, what we’re talking about is rebuilding that trust,” Montoya said. “[To] spend wisely, invest in proven approaches, to close the gap and have a healthy balance between mental health support and adequate law enforcement coverage.”..

MCPS hires Consulting Firm to bring in teachers from Philippines for Special Education classrooms

The cohort of 42 educators, assigned to schools throughout the district, is part of a cultural exchange program that allows J-1 visa holders to teach in the U.S.

In partnership with Foreign Cultural Exchange Consultants, Inc., these distinguished educators from the Philippines are provided with comprehensive support, including assistance in arranging housing accommodations and essential needs such as food, household goods, transportation, and security. This support is aimed at ensuring a stress-free transition, allowing them to focus on preparing to teach our students on the first day of school. Foreign Cultural Exchange Consultants, Inc. also offers financial and informational support to the exchange teachers, further ensuring a positive experience while living in the U.S.

Cultural exchange teachers are compensated using the same pay table as Montgomery County Public Schools (MCPS) teachers, based on education and years of experience. They also receive the same benefits afforded to MCPS teachers.

“Programs like these are vital because they open doors to new perspectives, fostering a more inclusive environment where everyone can thrive,” said Danillya Wilson, vice president of the Montgomery County Education Association (MCEA). 

Special education vacancies were particularly challenging last year. With this new partnership, MCPS has been able to significantly reduce that number this year.

Board of Education Spends $782 Million a Year on Contracts They Never See. Many are No Bid, Some Don't Even Have Actual Written Contracts. @mocoboe

At most Montgomery County Board of Education meetings there is a Consent Agenda.  The Consent Agenda is for items that are supposed to be routine.  They are typically Resolutions asking the Board of Education to approve purchases. 

A vast number of these purchases are not put out for competitive bids.  The Board of Education is just told by the Superintendent to approve these purchases without question. 

The Board of Education isn't even given the contracts to support these purchases.  

Over the years we've seen Resolutions presented to the Board of Education with obvious errors, omissions and illegal actions. We've seen Resolutions that did not have any supporting contracts.  We've seen the Board of Education approve "extensions" of previous contracts where the price of the item has increased, and yet, MCPS does not explain why they could not put out the purchase for a competitive bid in search of a better price. (More, more, more, and more)

We've seen the Montgomery County Inspector General report on a MCPS contract that had no terms and referenced "bridging" a contract when MCPS administrators didn't actually bridge the contract.    

In Fiscal Year 2023 there was $782,623,377 in unmonitored spending.  The Board of Education has absolutely no idea if these costs are justified or prudent.  See the full list below.
