Open or Closed Meeting?

What do you think?

Is the December 12, 2012 Transportation Funding Summit being held in Annapolis by Montgomery County Councilmember George Leventhal an open or closed meeting under the Maryland Open Meetings Act?  It is our understanding that the meeting is invitation only  and that space is limited.  The meeting will be held between 9am and 1 pm on December 12th.

The focus of the summit is the need to increase state funding for transportation this upcoming session.

Open - the public can attend and observe their elected officials?

Closed - the public is locked out?

    If three is a quorum of MoCo councilmembers then it is a "meeting." If it takes four and another shows up unexpectedly, it is then a "meeting." If there's a quorum of any other public body who attend, it's a "meeting."

  2. In response to your questions Open or Closed Meetings? What do you think? Depends on the circumstances on the day of the meeting (at Lowe House Office BLDG, RM 170). See http://www.oag.state.md.us/Opinions/Open2012/8omcb19.pdf about the Carroll County Commissioners violated the Open Meetings Law.
