Why do we call this passing the trash? Because suspensions of teaching licenses do not show up on the (out of date) Maryland State Department of Education website.
They only list revocations and voluntary surrenders of licenses. When the Montgomery County Board of Education only asks for a teachers license to be suspended, that means that those teachers will be able to keep their teaching license and can be hired to work around children elsewhere.
