MCPS alternative learning centers have received poor facility ratings

...One problem with the FACT scores was it took more than a year to complete the facility assessments for all schools. The contractor Facility Engineering Associates (FEA), PC, which is in Fairfax, completed the assessments of all 206 schools within one year, as MCPS requested in the RFP. The Board of Education approved awarding FEA with a contract of $1,289,873 on June 12, 2018.
Another problem was that MCPS did not reassess and update the FACT scores for the facilities as they aged over time. As opposed to the assessments of the FACT score, according to the RFP, MCPS now wants the buildings to be assessed routinely over time.
On the KFI page on the MCPS website, schools are listed in alphabetical order, followed by a series of red, yellow and green circles, each assigned to a category the contractor assessed.
The learning centers and holding facilities together had the largest percentage of buildings with a poor rating for overall condition. “Green” means a part may need maintenance or repair, but not right now. “Yellow” means several parts of the item assessed may need to be repaired or replaced in the future. “Red” means the component may need “major repair, rehabilitation or replacement to the component-section as a whole,” in the future.
The learning centers used for alternative education, such as Northlake Center and Fairland Center, had more red dots for overall condition than elementary schools, middle schools or high schools...

March 1st: Blair Ewing Center Construction Update

Montgomery County Public Schools (MCPS) is scheduled to update the feasibility study for the Alternative Education Programs at the Blair G. Ewing Center (14501 Avery Rd. in Rockville, MD).

There will be a public information meeting on Tuesday March 1, 2016, at 7pm where the updated concept plans for the Alternative Education Programs at Blair Ewing Center will be presented. Everyone present at the public information meeting will have the opportunity to hear about the updated plans and provide input about the proposed project.

The meeting will be at the Blair G. Ewing Center (14501 Avery Road in Rockville, MD 20853) onTuesday March 1st from 7:00pm - 8:30pm.

Rock Creek Conservancy Opposes MCPS Bus Depot at Ewing School site

Oppose the Relocation of a Bus Depot in Montgomery County

The Montgomery County Council is now considering legislation to proceed with work on a Montgomery County Public Schools plan to relocate a bus depot to a site on Avery Road. This site now houses the Blair G. Ewing School and is only a few hundred feet from Rock Creek.  The depot lot would contribute significant amounts of polluted stormwater runoff to Rock Creek and put our creek and park at risk of fuel spills from underground tanks and fueling stations.  To take action, contact your representative on the County Council.

it’s “absolutely clear” that the development proposal request had a requirement that a developer find a solution for moving the [MCPS bus]depot.

Plan for school district bus depot’s next home remains hazy
...Greg Ossont, deputy director of the county’s Department of General Services, said developers pitched ideas in their proposals, but “none of them offered us a panacea.” Developers under consideration could increase their bid in lieu of offering both money and land for the depot, he said.
Elrich, however, said it’s “absolutely clear” that the development proposal request had a requirement that a developer find a solution for moving the depot.
“I guess I’m curious as to why we didn’t hold them to the terms of the deal,” he said.
The request said the bus depot now fills 35 acres, but “developers may not need to identify the same total number of acres and the county will consider multiple sites of fewer acres.”
A developer wouldn’t be expected to design or construct facilities on a new site, the request says.
Ossont said the language was meant to help developers offer more viable proposals for relocating the bus depot, but it wasn’t an obligation.
Elrich said the county should adjust the sale date, so developers don’t get the land until they find a depot solution...

Starr feels "put upon" by BOE questions on Innovation Schools & Math Work Group, says they can discuss it during his evaluation.

On October 1, 2013, the Board of Education met in a 3rd floor, back conference room at the Rockville Library.  Even the librarians on the 1st floor didn't know the BOE was hiding upstairs.  The purpose of the hidden meeting was for the Board to conduct a "self-evaluation."
The document the BOE was reviewing is below.

At the end of the meeting, Superintendent Joshua Starr took issue with a statement in Section G of the the BOE self evaluation document below.
Here's the statement that Starr wanted removed from the document.
"Furthermore, several Board members expressed some frustration because of the lack of communication regarding the progress of the math exam workgroup as well as innovation schools."
Here's the video of the part of the meeting that discussed Section G of the BOE self evaluation.  Included in the discussion are the following comments by Superintendent Joshua Starr and BOE President Christopher Barclay.

The meeting was video taped by the Parents' Coalition.  There were just 3 members of the public in attendance at the meeting.  All of those individuals were members of the Parents' Coalition.
