MCCPTA Statement Regarding the Board of Education Oversight Responsibilities Relating to Allegations of Sexual Harassment and Bullying by MCPS Principal


Montgomery County Public Schools (MCPS) must foster a culture that is a safe environment for students, support staff, teachers, and administrators. The MCCPTA Executive Committee condemns the systemic failures that allowed the continued sexual harassment and bullying outlined in The Washington Post article on August 11, 2023.

As stakeholders of this system, we call on the Board of Education to fulfill its oversight duties and diagnose and disclose the failures that occurred. The system has failed. The public deserves an explanation, commitment that actions will be taken to rectify the process, and full visibility into the progress of those actions...

Maryland PTA Put into Receivership by Court: Court finds the president “treated the funds of the state association as her personal property”

 ALEXANDRIA, Va., (Oct. 14, 2022)—In the ongoing litigation in Maryland Circuit Court for Montgomery County, Maryland, in the case of National Congress of Parents and Teachers, Inc. v. LaTonya Carrera, et. al, Case No. 486117-V, the Court took the extraordinary step last week of granting National PTA’s request to appoint a Receiver to take control of the former Maryland PTA from Defendant LaTonya Carrera to locate and protect the assets of the former Maryland PTA from further waste. The Court appointed former Federal Prosecutor Seth B. Waxman as Receiver for Maryland PTA, charged with safeguarding the assets of the non-profit and to take over management of the organization. President Carrera and the Board of Directors are now prohibited from having access to the assets of the former Maryland PTA.

In March 2021, National PTA took the extraordinary step to disaffiliate the Maryland PTA from National PTA due to significant issues with board leadership actions. Through disaffiliation and creating an alternative state chapter, Free State PTA, National PTA worked to protect the interests of local PTAs and parents and children throughout Maryland as well as the entire PTA family. Concerns about Carrera had become known to National PTA during the course of National PTA working with the Maryland chapter on compliance with the National PTA Standards of Affiliation. Carrera was previously arrested and has been criminally charged with crimes related to access to the financial accounts of others in the District of Columbia in an unrelated matter.

In granting National PTA’s request for the unusual remedy of appointing a Receiver, the Court stated that “Maryland PTA, largely due to the actions of defendant Carrera (and the corresponding inaction and lack of controls by the Board of Directors of Maryland PTA) had wasted, dissipated and impaired the funds and assets of Maryland PTA to the detriment both of National PTA and the families and students who had paid dues and other funds to Maryland PTA.” During the evidentiary hearing held on Oct. 4, 2022, on National PTA’s request to appoint a Receiver to locate and protect Maryland PTA’s assets, the Court found that Defendant Carrera “used the debit card of the association as her personal credit card, her personal debit card, with no accounting or reconciliation” and “treated the funds of the state association as her personal property.” The Court referred to the evidence it reviewed, stating “it became somewhat painful, the debit card charges that Carrera made on the business, not personal, business debit card.” 

The Court authorized the Receiver to “take control of the management and operation of Maryland PTA,” “account for all funds and assets of Maryland PTA,” and “determine whether, and the extent to which, any funds or assets of Maryland PTA have been wasted, dissipated or spent for purposes unrelated to the reasonable and necessary operation of Maryland PTA or for the improper benefit of individuals.”  The Court further ordered that Defendants are “prohibited from using, obtaining or accessing any funds or property of Maryland PTA (including, but not limited to, bank or investment accounts, deposit accounts, ATM cards, debit cards and credit cards), without the express written permission of the Receiver.” 

National PTA looks forward to resolving the outstanding claims, hopefully without continued litigation, with the Receiver, whose written report is expected in 90 days. National PTA continues to seek to ensure that all assets of the former Maryland PTA, including historical artifacts, and documents as well as property, are used to benefit PTA members in Maryland, and ensure that PTA throughout the country is protected.

...Founded in 1897 as the National Congress of Mothers by Alice McLellan Birney and Phoebe Apperson Hearst, the mother of publisher William Randolph Hearst, the National Congress of Parents and Teachers, as the National PTA was long known, remains the largest child advocacy organization in the nation, with a long history of promoting issues ranging from child labor laws and juvenile-justice reforms to increased federal funding for education.

But membership in the National PTA and its state and local affiliates has shrunk by 75 percent, from a high of 12 million in 1966 to 3 million in 20,000 local chapters today—a decline driven, in part, by perceptions among parents and activists like Young in Oakland that it is too white in the face of a diversifying student population, too affluent, too cautious, too connected to the education establishment (particularly teacher unions) and diverts too much money away from local affiliates to the national organization. “The PTA does not take on the hard fights. They don’t say the hard things,” says Keri Rodrigues, the co-founder and president of the National Parents Union, which formed, in part, as a counterweight to teacher unions and other established voices in public education. Parents want something more than just “transactional relationships” with schools, she says...

Open Letter to the Montgomery County Board of Education:

It has been just over a week since the passing of Dr. Lani Guinier, the heralded African American female attorney whose innovative and provocative writings on racial justice and voting rights were used to undermine her nomination to lead the Justice Department’s Civil Rights Division. Today, we are witnessing a similar political attempt to destroy another professionally qualified woman of color, Dr. Monifa McKnight. She is being strategically and unjustly vilified during her candidacy to be the next Montgomery County Public Schools Superintendent. We will not stand by and watch this happen again.  

We wish to call attention to the uneven and unfair treatment of Interim Superintendent Dr. Monifa McKnight, who answered the call to leadership amid the COVID-19 pandemic that has confounded governmental and private sector leaders to say nothing of school officials across the country. Constituent criticism is to be expected by any leader, but the potshots being taken against Dr. McKnight, by politicians who know all-to-well the complexities of balancing safety with public services, suggest an untoward motive at play. We are particularly aghast at leaders who purport themselves to represent marginalized communities of color and women taking part in these bad faith practices. 

The strategic and coordinated attack of some elected officials and affinity groups suggests an ulterior motive to negatively influence the selection of the next superintendent of schools. Interim Superintendent Dr. McKnight has the credentials, experience, and in-depth knowledge to compete for the position of Superintendent without internal and external influences that appear to be compromising the selection process.  

Specifically, the presidents of the Montgomery County Parent Teacher Association, Montgomery County Education Association, and the Montgomery County Association of Administrators and Principals, Council Member Tom Hucker, Board of Education Member Lynne Harris, and County Executive Marc Elrich appear to be engaging in back-door politics to publicly discredit the Interim Superintendent. We recognize this is an election year and that people join forces for self-interest, but there is never an acceptable time to target one individual for political gain. We demand that these persons and others stand down from further combative actions. 

The Board of Education members have a responsibility to model fairness and integrity for our children and students who are watching, the staff who are seeking direction, and the community that expects the core values of the school system to be carried out by its leadership. We recognize the difficulty in selecting a leader of such a large and diverse region and pray for the wisdom and fortitude of those tasked with making a decision that will impact so many families. 

We are resolute for a fully fair and just process that charts a way forward for all of Montgomery County, not merely the areas of privilege. Not only do we urge that Dr. McKnight’s candidacy is not tarnished in the eyes of the Board of Education, but that those who have acted in an unjust manner are held accountable. As leaders within this community, we believe it is our burden of responsibility to call out injustice, particularly in the wake of the Rev. Dr. Martin Luther King, Jr.’s Holiday who famously said, “Injustice anywhere is a threat to justice everywhere.”

E-mail Reveals Board of Ed. Candidate's "role of the dice" [sic] idea for School Assignments in #MCPS #MCCPTA

Below is an e-mail that was obtained by a parent through a Maryland Public Information Act request for e-mails in the account of former Montgomery County Board Member Jill Ortman-Fouse from September 10, 2018 through September 30, 2018.

Lynne Harris was elected as President of MCCPTA in April of 2017.
At the time of this e-mail, Ms. Harris was the President of MCCPTA.

Ms. Harris is now one of the 13 candidates running for the open At-Large seat on the Montgomery County Board of Education.

Treasurer: stole $39,015 from MCCPTA...$44,000 from Greencastle Elementary PTA

The former treasurer of a countywide PTA in Maryland’s largest school system has been sentenced to nine months in prison after embezzling more than $39,000 from the group. But prosecutors said the treasurer’s wrongdoing extended beyond that, with testimony that money from an individual school’s PTA was used to pay for gas, clothes, groceries, makeup and a trip to the Statue of Liberty.
Lisa Betts, 46, was sentenced Tuesday in Montgomery County Circuit Court and ordered to repay more than $72,000. She will serve five years’ probation.
Betts stole $39,015 from the Montgomery County Council of Parent-Teacher Associations, writing checks and altering bank statements to hide her activities. The Montgomery County PTA represents more than 50,000 members in 198 parent groups in the county’s public schools.
Betts will pay $1,000 to the countywide PTA for its insurance deductible and $27,000 to Travelers Insurance, which insured the school group.
She was also ordered to repay $44,000 to the Greencastle Elementary PTA, where she previously served as an officer.

Betts’s misappropriation at Greencastle — where more than two-thirds of students qualify for free or reduced-price meals — started as early as 2011, prosecutor John Lalos said after Betts pleaded guilty to embezzlement in November...

The former treasurer of a PTA group in Maryland's largest school system has been sentenced to a nine-month jail term for stealing funds.

Montgomery County officials said Tuesday that Lisa Betts was also ordered to pay about $70,000 in restitution.

Former PTA treasurer charged with embezzlement in Maryland

The former treasurer of a PTA group in Maryland’s largest school system has been charged with embezzlement and has agreed to plead guilty in November, according to court records.
The treasurer, Lisa Betts, 45, intends to repay the $39,015 that was misappropriated from the countywide council of PTAs, which represents PTAs in Montgomery County’s public schools, the records state...
...“Ms. Betts’ claim is that the funds stolen from [the countywide PTA] were used to cover her theft from two local PTAs at which she served as president and treasurer,” Harris wrote in a message to PTA board members Thursday. “Unfortunately, due to the nature of her thefts from those two PTAs, it is impossible to determine whether or not they have been made whole.”...

MAN ARRESTED FOR VIDEO SURVEILLANCE MAY HAVE LINKS TO PTA AND CUB SCOUT TROOP

A Chevy Chase man arrested in October for conducting nonconsensual visual surveillance in a private place may have ties a local elementary school parent-teacher association, according to two PTA newsletters from September 2016.
Police arrested Jonathan Oldale, 54, Oct. 18 concluding a nearly five-month-long investigation, according to an Oct. 27 police press report. Police began investigating Oldale in May after an employee of the Silver Star Gymnastics and Fitness Club reported finding a backpack containing a concealed camera under a "wet floor" sign on the floor of a bathroom...

MCPS Operating Budget Up $217,389,240 since 2009. MCCPTA Says Budget "Flatlined"

This month PTA's across Montgomery County will be deciding if they should push for a ballot referendum to repeal the "Ficker Amendment."
 
The MCCPTA memorandum to local PTAs is shown below. 
In the MCCPTA memorandum, some facts are given while others are glossed over.  
For example, the memorandum would have parents believe that the MCPS Operating Budget has flatlined since Fiscal Year 2009. 

In fact, the MCPS Operating Budget has multiple funding sources and the budget has increased since FY 2009 by over $217 MILLION dollars.

Corporations Now Have Voting Rights in Montgomery County PTAs

Your local PTA is now longer just the voice of parents and guardians.  

Montgomery County PTAs are now giving corporations voting rights in local PTAs.  

This is not a corporation donating to a PTA, this is giving a corporation an actual membership with voting rights in PTAs.  Google, Pearson, FieldTurf, and many of the other Board of Education no-bid favorite corporations should be snapping up PTA memberships to ensure their continued presence in MCPS classrooms.

Marc Elrich and MCCPTA Pushing for Property Tax Increase [Even though no new teachers in MCPS budget]

...Council member Marc Elrich, who Leggett invited to speak toward the end of the forum, said he’d vote for a property tax increase but that getting all nine council members to support it is “virtually impossible.”
He encouraged residents instead to get a referendum on the ballot to do away with the requirement for unanimous approval.
“We ought to have an honest debate and if people don’t like us because we raised taxes, then they can elect us out of office,” Elrich said.
Paul Geller, vice president of the Montgomery County Council of Parent-Teacher Associations, told Leggett his organization is prepared to advocate for a property tax increase so the county can move toward reducing class sizes, adding more counselors in schools and making other additions to the education budget, which takes up roughly half of the county’s $5 billion annual budget...

Petition: McDonald's Nutrition Education Curriculum Endorsed by Maryland PTA? No Thanks!

McDonald's sponsored the Maryland PTA conference/vacation and so Maryland PTA is now pushing McDonald's.   Some parents are not pleased with the financial arrangment between Maryland PTA and this private company and have started a petition requesting that Maryland PTA sever their ties with McDonald's.

Petition:

We the undersigned are asking the Maryland PTA to:

1. Sever its sponsorship links with McDonald’s if those links require it to in any way promote the McDonald's brand or materials from McDonald's to children, teachers, parents or PTA members.

2. Send a statement to local PTAs in Maryland acknowledging the error of including these materials on the web site and stating that the fundamental mission of McDonald’s runs counter to the fundamental mission of schools, which includes educating children about good nutrition. In addition, this statement should clearly state that the Maryland PTA does not recommend the use of materials or speakers from McDonald’s for discussions of nutrition, nor fundraisers that promote foods of minimal nutritional value, such as teacher’s nights at McDonald’s.

Maryland PTA pushing McDonald’s Because McDonald's Sponsored Their Conference

...On Maryland PTA’s Web site, a letter urges parents to ask their schools to show the documentary to them so that they “have the most current and accurate information about McDonald’s.”

An accompanying teaching guide specifically recommends that teachers show the documentary when “Super Size Me” is part of the curriculums.

“They help teach the kids about choice, and how you can personalize what you want to eat,” Maryland PTA president Elizabeth Ysla Leight said. The lessons, she added, teach how students can modify their order at McDonald’s.
Leight said the information was featured after McDonald’s sponsored the group’s annual conference this year. McDonald’s is one of her group’s most consistent supporters, but she declined to say how much it receives. McDonald’s and other supporters give the PTA money for basic educational materials. “In order to do things like provide materials and put on conferences, we need the support,” she said...
