‘Not been a smooth ride’: New MCPS payroll system issues may linger  

While pay issues may be resolved for Montgomery County Public Schools (MCPS) summer employees, Superintendent Thomas Taylor said Aug. 25 that the district may continue to face more problems while navigating a new human resources and payroll management system.  

“We’re on to discovering new payroll issues,” Taylor told Bethesda Today. “Unfortunately, I think that that’s going to be something that we have to deal with for the next several months … uncovering new payroll issues and responding to them. We are adjusting to a new financial system and a new HR system that are married together. It’s not been a smooth ride by any stretch.”  

MCPS rolled out the $33.4 million combined human resources and financial management system, called MCPS Hub+, in December 2024. At the time, then-MCPS Chief of Strategic Initiatives Stephanie Sheron said the new system developed by the district would serve as a “one-stop shop” that would improve accessibility, be easy to use and streamline workflows.   

The Montgomery County Education Association (MCEA), the union representing MCPS teachers, announced on July 28 that it filed a grievance against the district after employees experienced pay disruptions...

The 2023 Child Victims Act :

It’s important to understand the key elements of the bill:

  1. The legislation will eliminate the statute of limitations for child sexual abuse.
  2. It will repeal the so-called "statute of repose".
  3. It will create a permanent window for older claims.
  4. It will allow both public and private entities to be sued.
  5. It will eliminate the notice of claims deadlines for public entities in child sexual abuse cases.
  6. The legislation will have some limitations on liability to a single claimant for injuries arising from a single incident or occurrence:
    1. for retroactive claims (the statute of limitations has already run):
      • for private entities:
        1. $1.5 million cap on non-economic damages
        2. no cap on economic damages
      • for public entities:
        1. $850,000 cap for damages
    2. for prospective claims (the statute of limitations has not run):
      • for private entities
        1. no caps on either economic or non-economic claims
      • for public entities
        1. $850,000 cap for damages

Breaking: ‘Unaware’ of Changed Deadlines, MCPS Did Not Hold Reviews of Violent Incidents in Time

After-action reviews of stabbings at Montgomery Blair and Clarksburg high schools during the recently-completed school year were not conducted within the required 45 days.

The Maryland Center for School Safety must be notified of any “critical, life-threatening incident” that takes place in a public school within 24 hours after the school learns of the incident. MCPS did notify the state in the proper time...

HOW NYC SCHOOLS OFFICIALS PLAYED DOWN THE COVID-19 THREAT

After Mayor Bill de Blasio shut down the city’s public schools in mid-March, teachers were ordered to report to classrooms to receive in-person training on the “distance learning” they’d be practicing with their students.

At P.S. 139 in Brooklyn, teachers dutifully showed up on Tuesday, March 17. Late that night, however, they got an emergency email from the principal informing them the next day’s session had been cancelled.

“I will be in touch tomorrow with more information,” the Ditmas Park school’s principal promised, according to an email obtained by THE CITY.

The next day, the staff stayed home, but no further explanation emerged. When teachers showed up at school that Thursday, they learned what had happened: A colleague, with whom they had been working the previous week in the Rugby Road building had tested positive for COVID-19.

“They waited for us to come in for training to tell us,” said one teacher, adding the staff was furious about what appeared to be a deliberate lack of transparency to make sure they came into work.

“I was surprised and worried, and when I asked if there was any way to know if we had been around the person who had tested positive, [the principal] said we had to all assume that everyone has been exposed to it across the whole city by this point,” the teacher recalled...

MCPS, This Is You: ...school districts have an odd bus camera problem on their hands

A Harahan-based company specializing in school bus traffic cameras appears to have stopped operating amid an alleged bribery scandal in Dallas that investigators say could cost taxpayers there tens of millions of dollars.
The FBI has launched a probe, looking at the company's CEO as well as the head of a Texas state agency that bought thousands of its traffic cameras.
Force Multiplier Solutions' fall from grace has left its clients, including about two dozen school districts across the country, in the lurch. East Baton Rouge and Jefferson parishes, which adopted the company’s camera system years ago, are two of them.
On Feb. 7, the Jefferson Parish School Board voted unanimously to terminate its contract with Force Multiplier. East Baton Rouge school officials are considering doing the same.
Both also are considering whether to sign on with a successor company, Canada-based BusPatrol Inc. BusPatrol, which is run by many of the same people, claims it has acquired Force Multiplier’s assets but not its liabilities.
For more than a decade, Force Multiplier, operating under different names, has offered school districts an attractive deal. The company would buy, install and maintain elaborate video camera systems on school buses, systems that would ordinarily cost an estimated $10,000 per bus. The company charged nothing up front. Instead, it reaped a hefty share of the revenue collected from camera tickets paid by motorists caught speeding through bus stops.
Jefferson Parish was one of the company’s first clients, signing on in 2007, back when the firm was called ONGO Live. East Baton Rouge Parish signed on in 2011 when the company was called Busguard.
Now, the company has gone dark. The company’s main website has been down for weeks. Voicemails left at its Harahan office were not returned...
...But the program didn't collect nearly as much as anticipated — there were fewer violators than expected and even fewer who bothered to pay the tickets ...
...East Baton Rouge Parish’s Chief of Student Support Services Gary Reese said the company stopped installing cameras after outfitting almost 250 buses, about 40 percent of the fleet, saying it planned to come back with even better cameras, but it never did.
Reese said the videos taken by Force Multiplier cameras were its best feature. They were useful in sorting out who was telling the truth in student and employee disciplinary issues.
“We used it for that reason more than anything,” Reese said.
But in December, Force Multiplier stopped supplying videos upon request, Reese said. Soon after, a letter arrived from Leonard, a letter that Jefferson Parish also received. It informed them both that Force Multiplier was bowing out and instead "all assets, including our contracts with school districts, have been purchased and will be assigned to BusPatrol America, L.L.C."
In an interview, BusPatrol’s CEO Jean Souliere said that’s not accurate. He said BusPatrol bought only the company’s assets, particularly its “intellectual property,” but not its contracts or its liabilities...
...Since then, Souliere said BusPatrol has continued to service old Force Multiplier accounts “at our expense.” During that time, he and other BusPatrol representatives have slowly been reaching out to former Force Multiplier clients and have signed up five counties in Alabama, Georgia, Maryland and Virginia...

Today: No Discussion of Sexual Abuse of Students by MCPS Staff

Today is the annual meeting of the Montgomery County Board of Education and the Montgomery County Delegation (State Senators and Delegates). 

Below is the Agenda for the meeting. 

Noticeably absent from the Current Issues Agenda is any mention of the recent arrests of MCPS staff for sexual abuse of MCPS students in schools. 

The safety of public school children while under the supervision of MCPS staff is not even on the Agenda.

Apparently, these dozens of arrests and convictions are not of concern to our elected leaders. 

These are your elected representatives.

MCPS Superintendent Jack Smith Unable to Count to 9, Covers Up Number of Guilty Verdicts in John Vigna Trial

Below is the "statement" that MCPS Superintendent Jack Smith has finally released 48 hours after the verdict came in on the trial of MCPS 3rd grade teacher John Vigna.

Note the following:


Mr. Smith does not refer to the VICTIMS of these horrific crimes. He references the "community" only.  


There has still been no statement or response from the Montgomery County Board of Education or any of the individual elected officials.


There has been no statement from the Montgomery County Council, including the members of the Education Committee.


There has been no statement from Montgomery County State's Attorney John McCarthy.


The "statement" below does not report the actual verdict in this trial, but rather glosses over the verdict by stating Mr. Vigna was found guilty on "multiple counts."  The Parents' Coalition has learned that Mr. Vigna was found guilty by a jury on 9 out of 14 counts of sexual abuse of a minor and third degree sex offense.  As soon as we have confirmed the guilty verdicts, we will post the ACTUAL VERDICT, not a glossed over summary!


Mr. Vigna is still a MCPS teacher.  He was only placed on administrative leave, he has not been removed from the school system.  


Statement from Superintendent Jack Smith 48 hours after jury verdict was returned in a Montgomery County Circuit Court.



Montgomery County Public Schools (MCPS) has released the following statement from Superintendent Jack Smith in response to the guilty verdict in the trial of Cloverly Elementary School teacher John Vigna. Mr. Vigna, who was immediately placed on administrative leave after allegations were reported in February 2016, was convicted of multiple counts of sexual abuse of a minor and third-degree sex offense.
 “Our thoughts are with the Cloverly Elementary School community. I recognize that this has been an extremely difficult time for many students, families and staff members. I express my deepest gratitude to the community for its patience and unwavering commitment to our students throughout this process. MCPS will continue to provide additional counselors and support personnel to the school for the remainder of the year."

“I thank our partners in law enforcement for their dedication to keeping the children of Montgomery County safe each and every day."

“MCPS remains committed to ensuring the safety and security of every student throughout the district.  In recent years, our school system has enhanced its policies and protocols forrecognizing, preventing and reporting child abuse or neglect.  We will continue to work with our partners in law enforcement and the community to ensure all students have a safe, welcoming place to learn.”

The Montgomery County State’s Attorney's Office has informed me that at approximately 1:00 a.m.this morning, a jury has found him guilty on multiple counts of sexual abuse of a minor and third degree sex offense. As I have previously shared, Mr. Vigna was immediately placed on administrative leave in February 2016 after allegations were reported.

Hey Big Spender! Smondrowski & Kauffman Expense Reports Withheld. $15K for Smondrowski Spent on ???

Right here in Montgomery County we have elected officials that are running for re-election that will not release the public documents that show how they have personally been spending public school education dollars.

Did they go to lunch? dinner? take a trip? or buy a gift with MCPS operating budget funds?

We will never know because the Montgomery County Board of Education is refusing to release expense reports for Rebecca Smondrowski and Phil Kauffman.

We asked for:
  • expense reports
  • reimbursement checks
  • expense logs
  • credit card bills/statements
for the following MCPS staff and Board of Education members for the period January 1, 2016, to August 31, 2016.

Larry Bowers
Andrew Zuckerman
Philip Kauffman
Rebecca Smondrowski

We did not get back one single document in response to our request!  

Yet, we know that during that time period covered in the public reports linked in this response letter Rebecca Smondrowski spent over $15,000 of MPCS Operating Budget funds on personal expenses.  

We have no way of knowing what that money was spent on specifically, but we can tell you that Ms. Smondrowski is the big spender when it comes to charging taxpayers for local travel.  In the reports shown, Ms. Smondrowski charged almost $9,000 to taxpayers for her "local travel."  

Phil Kauffman is not far behind Ms. Smondrowski in his spending, but since no one in Montgomery County cares about how public school education dollars are spent, there is no point in adding up his totals.

Reminder: Zero Coverage of State Audit of MCPS, No Oversight from County Council

Today is November 3, 2016.

On May 19, 2016, the Maryland State Office of Legislative Audits released their 6 year audit of Montgomery County Public Schools.

As of today, the full Board of Education has not discussed this audit, the Montgomery County Council's Education Committee has not taken up this audit, and no commercial media outlet has reported on this audit.   

That's how we cover up bad news in Montgomery County.  Remember to vote for all the incumbents in Tuesday's election because it takes a lot of elected officials to keep a public audit of a $2.5 billion dollar public school system quiet.  

Not one single local or state elected official dares to make a public statement about the results of this public audit. All of them must be under a gag order to keep this audit from reaching the public.  If just one spoke up, it would be in the news, yet none have said a word.

Our current elected officials want another term to keep covering up waste, fraud and abuse in Montgomery County Public Schools.  Look at the great job they are doing now!

Breaking: Ex-MCPS custodian impregnates teen he met online, police say

A former Montgomery County Public Schools custodian is accused of impregnating a 15-year-old girl he met online.
Police have charged Gary Anthony Stanback, 27, of Frederick, with one count of third-degree sex offense.
According to criminal charging documents, in November 2015, Stanback contacted the victim on Facebook under the account name, “Anthony Richboy.” Following three weeks of back-and-forth messages, Stanback and the young girl met in person. Two weeks later, they met again at Stewartown Local Park along Goshen Road in Gaithersburg...

Significant Damage to New MCPS Elementary School #3yearsold

Clean-up crews set to work through night at Silver Spring school

Clean-up crews planned to work through the night Wednesday to reopen a Silver Spring elementary school that was closed for a day after a flooding problem led to significant damage in the building.
Montgomery school officials said families at Flora M. Singer Elementary School would be notified as soon as an official decision is made about whether classes will be held on Thursday.
Schools spokesman Dana Tofig said a coupler on a pipe broke, resulting in the water problem. There was no immediate cost estimate of the damage.
Singer’s kindergarten orientation, which was scheduled for Thursday and Friday, has been rescheduled to May 28 and May 29, according to a message that principal Kyle Heatwole sent to school families.
