@lizziejohnsonnn · Kirk Shipley, the rowing coach at Walt Whitman High in Bethesda, Md., held onto his job through two investigations into his behavior. Then he was arrested for sexual abuse.

    "After police interviewed the first victim, a second victim claimed she had a sexual relationship with Shipley that began in June 2013, when she was 17 years old, but had graduated high school. Shipley was 39 at the time."

      The credit goes to our Maryland Legislature for inserting vagueness and ambiguity in the statute.

    1. And not charged in Maryland despite reports to Montgomery County Police and Child Protective Services, hence the vagueness reference applies.

      But the school system did contact the police about the allegation, Cram said.
      Questioned about whether an investigation was opened, a Montgomery County Police Department spokeswoman responded: “Information provided to police in 2018 did not appear to be criminal in nature, nor did it support a criminal allegation.”
      Hence, the authorities stated with authority that the perpetrator was not a person of authority.
