Md. school bus association calls out Howard Co. bus contract

Last month in Howard County, Maryland, many public school students started their new school year waiting on the curb as school buses were hours late to pick them up or didn’t show up at all.

Now, the Maryland School Bus Contractors Association, which represents 3,000 school buses in 19 of the state’s 24 jurisdictions, is weighing in and calling on the county school system to terminate its contract with California-based company Zum Transportation that operates 210+ buses for the school system...

Howard County Schools gives $81 million contract to 'green' bus company that uses diesel buses

Howard County, Md. — Howard County public schools is facing criticism for awarding a contract worth $81 million to a bus company out of California.

The move is raising concerns among local companies who worry their school bus drivers will be forced off the road and out of a job.

“It hits pretty hard. It's taken a lot out of us,” said Jared Defibaugh, who owns Blue Horizons, a local transportation company.

Defibaugh says his family-owned company has been driving Howard County students to and from school for 52 years. But he’s not sure if there will be a 53rd year...

Effort to Roll Back Recent Howard County Board of Education Election is Undemocratic

Like thousands of jurisdictions throughout the country, Howard County recently held an election for its school board, resulting in the election of Dr. Linfeng Chen of North Laurel and Jacky McCoy of Columbia to four-year terms as at-large members on the county Board of Education (BOE). It is doubtful, however, that other communities have seen state lawmakers react by proposing legislation rolling back the outcome of the November 8 election.

 

Specifically, Howard County Senator Clarence Lam and Delegate Courtney Watson have put forward a bill decreasing Dr. Chen and Ms. McCoy’s terms to two-years. That provision is part of broader legislation – Howard County 10-23 – that reduces the number of elected BOE members from seven members to five and granting authority to the Howard County Executive to appoint two members, based on recommendations from the county’s legislative delegation, beginning in 2024. Under the measure, three of the elected members would be chosen by state Senate districts as opposed to the current system of election by each of the five councilmanic districts and two members would be elected at large or countywide. (The Howard County BOE also has a student member that sixth through eleventh graders elect but the pending bill does not affect that position.)...

Howard County parents lose lawsuit aimed to strip student school board member’s vote


A lawsuit filed by two Howard County parents that challenged the voting rights of the school board’s student member failed in Howard County Circuit Court.

Judge Richard S. Bernhardt wrote in his opinion that the student member position is not in violation of the Maryland constitution...

...Eighteen of the 25 Maryland school boards don’t allow students to vote. However, most school boards in the Baltimore region, including the state board, have one student member who can vote on most topics...

...Therefore, since Bernhardt determined the student member isn’t elected, the argument over the member’s age isn’t valid since no age requirement exists for “nonelected members” in the Maryland constitution or state law...

...A month later, 128 former student school board members in Maryland weighed in on the lawsuit in an amicus brief submitted to the court, saying it the lawsuit is an “egregious attack” on student representation.

The brief, filed by Washington, D.C.-based law firm Venable LLP in hopes of influencing the court’s decision, argued the lawsuit was invalid because the student member is not elected, which was the same reasoning Bernhardt used in his opinion Thursday...

Howard school board considering teacher layoffs, class-size increases to save money amid contract discussions

During work sessions Tuesday and Wednesday, the Howard County Board of Education grappled with possibly increasing class sizes and laying off teachers to create room in the fiscal 2021 operating budget.
Meanwhile, the board has also been in a fight with the teachers’ union during the last two weeks over attempts to further negotiate their 2020-21 contract...

With the final vote tonight, here’s a timeline of what’s happened in the Howard redistricting process

Almost 10 months to the day after the Howard County Board of Education charged the superintendent to embark on a comprehensive redistricting process, the final vote to move 5,320 students for next September is today.
On Monday, the school board took three straw votes to move a total of 5,320 students; however, the final number of students affected will change because rising juniors being grandfathered was not factored in at the time of the straw vote. The school board’s plan currently looks to move 2,827 elementary, 486 middle and 2,007 high school students...

Complaints alleging the Howard County school system's lack of openness and responsiveness to parents and educators

Complaints alleging the Howard County school system's lack of openness and responsiveness to parents and educators dominated an education-focused town hall meeting hosted by elected officials on Tuesday night.

"A lack of transparency, principals being lap dogs to administration, board members being too cozy with superintendent...it all smells," said parent Sue Faustino. "And that smell is not mold."

Faustino's comments, which referred to school system's highly criticized handling of mold growth in several of the county's schools, were met with a standing ovation from almost half of the audience.

Citing concerns about how central office makes policy decisions, parent David Yungmann said that, in recent years, school system leadership has grown "increasingly arrogant."

"They have been operating with an attitude of, we are very important people doing very important things, and you are common folk and you wouldn't understand," he said. "They want to operate in secrecy. They're paranoid."

Leslie Kornreich, who has a son with autism at Howard High School, said, "Despite the tireless work of educators, we are going backwards in terms of class sizes, and transparency, accountability."

She pointed out Superintendent Renee Foose's suspension in 2014 of the Operating Budget Review Committee, "the only opportunity for the public to have input in the operating budget."

"There is no oversight over the way that the Howard County Public School System spends money," she said. "We have a long way to go before the school system is world-class."

Several parents said that the school system's lack of accountability is reinforced by the inability of educators to voice their opinions for fear of losing their jobs...

Howard County Public Schools Only Found Out About Arrest of Substitute on Saturday. Sub was still Working for HCPSS During Investigation.

Dear Community,

I want to follow up on the message I sent to you Saturday night and provide some additional information about our efforts since then.


As soon as I learned of the arrest of Steven Katz, I took immediate steps to notify the community and begin the communication process through our principals. My letter was followed by a message from school administrators to their communities. These messages provided information on the dates we know that this individual served as a substitute in those schools. We also provided resources to assist parents with talking to their children about this very difficult topic. Additionally, every school also has student services staff that any student or family can access for support.

I appreciate the supportive response by the Howard County community since Saturday and I am encouraged by your collaboration to keep our children safe. Staff have already begun to review the process for evaluating substitutes and putting in place a system to more periodically conduct background checks.

Since I reached out on Saturday, we have gathered a bit more information. 

The most important information that I can share is that if you suspect that your child may have had an inappropriate encounter with this individual - or any individual - please contact Howard County Police Department Detectives at 410-313-2630 or the Department of Social Services at 410-872-4203. This communication is critical. 

My office and our school leaders have been asked why this individual was able to work as a substitute teacher during the time he was being investigated by the Montgomery County Police Department. Unfortunately, news of the arrest came as a surprise to us as we were not aware that this individual was suspected of these charges until Saturday, March 17. This put us in a position of responding to a situation without having many details. Over the next several days, we will be working with our law enforcement counterparts as well as neighboring school systems to ensure that we implement stronger communication protocols when sharing information related to the safety and security of our children.

We know that this individual has been a substitute teacher in Howard County for the past six years. The vendor that we use to track and fulfill substitute teaching positions allows us to easily access the past two years of jobs he had accepted. In those two years, this individual had been a substitute teacher at 43 HCPSS schools. We are currently working with the vendor to access additional schools in which he may have worked prior to two years ago. The list of schools is included at the end of this letter. To this point, we are not aware of any formal complaint lodged against this individual that would have permitted the system and police to conduct a child abuse investigation.

We are all here to keep our children safe and provide any additional supports that they require.
