WTOP: Parents, students protest school boundary change in Montgomery County
Parents and children, many from Clarksburg, Maryland, turned out in strong numbers to protest changes to school district boundaries Tuesday night outside the Montgomery County Board of Education.
Inside board headquarters, members voted 7-1 to approve Superintendent Jack Smith’s recommendation for school district boundary changes for Clarksburg, Northwest and Seneca Valley High Schools...
...“I have two siblings, and they’re going to two different schools; and all three of us, we’re going to be going to three different schools in three different ZIP codes and that’s a lot,” Van Herksen said...

Neelsville Middle School SGA says students call school "prison on the hill." @mcps @mocoboe
Public Comment from Neelsville Middle School SGA students at the November 5, 2019, Board of Education Facilities and Boundary Hearing.
Students discussed the one bathroom used by boys, girls and staff (each has their own stall), the lack of an elevator for access to all floors, and the need to have one hall be used for only one way traffic among other issues with the building.

Board of Ed Targets Neelsville Middle Again for Cell Tower on Playground #RedZone #CellTower
The Montgomery County Board of Education has been targeting this one MCPS middle school for the placement of a cell tower on playground since 2013! The parents keep saying no, and the BOE keeps bullying them.

Breaking: Neelsville PTSA Says They Have No Position On Cell Tower, Contradicts MCPS Assertion to Tower Committee
Tower Committee Chair Stops Public from Speaking |
At the 12 minute mark in the video of the Tower Committee meeting you can watch as the Tower Committee Chair stops the public from speaking about the lack of community approval for this cell tower.
Meanwhile, the Verizon representative is permitted to speak during the meeting without restriction.
Below is today's Press Release from the Neelsville Middle School PTSA stating, in fact, they have not taken a position on this December 2016, Verizon application for a cell tower on the school's playground.

Video: Tower Committee Approves Cell Tower for School without BOE or PTSA Consent
Exclusive video of the January 4, 2017, Montgomery County Tower Committee meeting.
Watch as the Tower Committee approves a cell tower for the loading dock at Neeslville Middle School without the Board of Education (the land owner) ever discussing or approving of this major construction project, and without the approval of the current PTSA.
This is at least the 4th time that Verizon has attempted to put a cell tower at Neeslville Middle School. Previous attempts have met with push back from the parent community. This most recent Verizon proposal is new for the 2016-2017 school year and has been brought to the Tower Committee without the approval of the PTSA. That is in direct violation of the MCPS policy on how cell tower proposals are to be handled at individual schools.
But, this is a high poverty school and we know how differently those schools are treated when it comes to cell tower proposals. When Wootton HS and Whitman HS parents said no to cell towers the proposals went away. When Neelsville MS said no, Verizon just kept coming back over and over and over and over again until the proposal was pushed through this time without notification to parents.

Jack Smith Putting Another Cell Tower Compound on Another Red Zone Playground - Without Board of Ed Approval
The Board of Education is the land owner of public school property.
Only the Board of Education can make decisions to build, sell or buy public school land.
However, Superintendent Jack Smith has decided to bypass the Board of Education on Wednesday, January 4, 2016, and he will be asking the Montgomery County Tower Committee to approve the construction of a cell tower at Neelsville Middle School without the consent of the Board of Education.
Afterall, who cares about another cell tower on another Red Zone (high poverty rate) school?
And who cares about getting the approval of the land owner, the Board of Education, prior to constructing a cell tower for a private company on public school land?
No need to follow the national news to hear reports of government officials making back room deals, behind closed doors. Just follow MCPS and the Montgomery County Tower Committee and you will witness the exact same behavior right in your own backyard.

The agenda item shown below details that MCPS staff have already taken this proposal to the Montgomery County Tower Committee without the approval of the land owner, the Board of Education. Superintendent Larry Bowers is pushing ahead with this construction project without the approval of the Board of Education.

Why MCPS Administrators Do Not Notify Parents of Cell Tower Construction
MCPS administrators are currently trying to sneak at least two cell towers on to public school playgrounds.
Why sneak? Because MCPS administrators know how parents and guardians feel about these construction projects! Parents and guardians are overwhelmingly opposed to the construction of commercial HAZMAT facilities on playgrounds!
Parents and guardians want school playgrounds to be safe places for their children to play. Parents and guardians are not being lobbied or bribed by private for profit companies, they want a safe place for their children.
Here is video of how MCPS parents and community members feel about the placement of cell towers on public school playgrounds and fields. The feelings expressed in this video have been heard from parents and guardians all over the county.
Red Zone and Green Zone parents all feel the same way about these commercial HAZMAT for-profit construction projects. Parents and guardians all over the county are outraged when MCPS attempts to construct these projects on their local school playground.
The difference is that in the Red Zone, MCPS administrators work very, very hard to sneak the towers in without parents and guardians finding out what is going on. That's called EQUITY in Montgomery County. Thank your local Apple Ballot elected leader!

Bowers Putting More Cell Towers on Red Zone Playgrounds #parkland #neelsville
Now that Larry Bowers is in charge cell towers can go up on Red Zone (high poverty) playgrounds. The next two Red Zone schools getting cell towers are Parkland and Neelsville Middle Schools.
Green zone parents and guardians have been adamant that they do not want these commercial structures on their local school land.
Montgomery County is being permanently changed by the placement of cell towers on Red Zone schools. Anyone driving around the County will easily be able to tell the poverty level of a neighborhood by the big, tall cell tower marking the public school playground.

Bowers Putting Another Cell Tower Compound on Another Red Zone Playground - Meeting Tues. April 14th at 7 PM
When:
Tuesday, April 14, 2015
7:00 PM
-
8:00 PM
Where:
Neelsville Middle School Media Center, Germantown
Interim MCPS Superintendent Larry Bowers is allowing VERIZON to make a presentation at Neelsville Middle School on Tuesday, April 14th on his plans to permit another cell tower compound to be built on another Red Zone playground.
Red Zone refers to schools that have a high rate of students receiving free and reduced priced meals. As you can see from this map, the vast majority of cell tower compounds on MCPS playgrounds have been placed on schools that are located in the Red Zone. It has been documented that cell towers can reduce the property value of neighboring properties.
Yellow dots show MCPS school playgrounds that already have cell tower compounds. |

Starr Wants Cell Tower on Another Middle School Playground
The school is surrounded by homes on 3 sides. |
By our count, this is the 7th cell tower that Superintendent Starr has proposed for a MCPS playground since he became superintendent.
- Has Superintendent Starr ever made a public statement on why he is pushing for cell towers on MCPS playgrounds? No.
- Has Superintendent Starr ever made a public presentation to the Board of Education about his 7 cell tower construction projects? No.
- Better question, has the Board of Education ever publicly ASKED about Superintendent Starr's 7 cell tower proposals? No.
If cell tower compounds on public school playgrounds are such a super cool awesome deal, then why all the secrecy?
Let's hear the Board of Education and Superintendent Starr discuss these plans in public at the next Board of Education meeting!

MCPS Public Info Officer Dana Tofig: ‘No Conclusive Evidence’ of Cell Towers’ Impact on Health' (When did Board of Education decide this?)
Bethesda Beat: School system plans to continue to allow vendors to approach schools with tower proposals
The proposal for a cell tower at Wootton High School is scrapped, but the school system plans to continue its policy of allowing vendors to approach county schools to place cell towers on school property.
At a public meeting Tuesday, parents of Wootton students worried that radio waves from the tower might be hazardous to their children’s health.
In an email response to questions about what the school system knows about the safety of the towers, Montgomery County Public Schools spokesman Dana Tofig wrote, “We continue to monitor the latest information and research and there is no conclusive evidence or data that indicates that cell towers have an impact on human health.” Tofig added, “We will continue to follow our process if there are future requests to locate towers on school property.”...
