Maryland's teachers union spent $509,000 on travel, while counties struggle to fund public education


...According to MSEA’s federal non-profit filings, the union spent $509,013 on travel expenses last year. That amount does not include “Conferences, conventions, and meetings,” which is another $35,010.

“There is no justification to spend half a million dollars a year on travel. The receipts need to be provided,” said David Williams with the Taxpayers Protection Alliance. “And this money is going to the unions. It's not ultimately getting to the kids. And the stated purpose of the union is to help the children.”

n the last 10 years, the union has spent a lot on travel. In fact, $509,000 is on the low end. In 2013, the union spent $543,214 on travel expenses. By 2016, that number topped $1.1 million. During the COVID years, the numbers came down. But the union still managed to spend hundreds of thousands of dollars on travel as most schools were shut down.

In all, over the last decade, the union spent $6,448,327 on travel expenses. That comes out to an average of $53,736 a month, every month, for 10 straight years. How does that fulfill the union’s tax-exempt mission to “elevate the quality of public education for all students”?

In addition to the travel expenses, Project Baltimore found that MSEA’s revenue and assets have reached record highs. And at least 11 employees of the union earned more than $200,000 last year in total compensation. Meanwhile, test scores in the state have been steadily declining.

“Teachers are always complaining that they don't have enough supplies,” Williams told Project Baltimore. “The union could take millions of dollars that they have and buy supplies for the teachers to make the kids have a better educational experience. The unions are failing the kids. They're failing the state.”..

MCPS interim superintendent to get $295K salary, $33,500 in deferred pay

...Montgomery County Public Schools’ interim leader will receive a one-year salary of $295,000, a monthly travel stipend and police protection if needed...

The contract, obtained by Bethesda Beat, shows McKnight will receive a salary of $295,000, which is $54,100 more than what she makes as deputy superintendent, and $5,000 more than Smith’s salary...

McKnight will receive $33,500 in deferred compensation, and a $1,000 monthly travel stipend.

McKnight will also be entitled to 30 days of annual leave and 25 days of sick leave. She can cash in up to half of those days if they are not used by the end of her term...

Fairfax County, Virginia’s former schools auditor said that when a whistleblower brought her evidence that implicated Cenergistic as well as top school officials, both the whistleblower and the auditor were fired by those same officials.

A major “green” firm called Cenergistic says it’s saved more than 1,000 schools and local governments $5.5 billion in energy costs, taking portions of those savings as fees.
But a new lawsuit, a decade of government investigations, and news reports show that Cenergistic is an Enron-linked, for-profit company that has allegedly talked its way into no-bid contracts after secretly putting school officials on its payroll, and then billed districts for questionable savings whose basis it refuses to explain...
...In a lawsuit filed Nov. 1, 2019, the former auditor for Fairfax County Public Schools (FCPS) in Virginia, Goli Trump, said she was fired by school board president Sandy Evans in retaliation for pursuing an investigation into Cenergistic that implicated superintendent Karen Garza as well as Evans herself...

Pay would more than double for Montgomery County, Md., school board members under proposal


A commission formed to explore a pay increase for school board members in Montgomery County — Maryland's largest school system — is recommending their pay more than double.
The Board of Education Compensation Commission urged this month that the pay for elected school board members be raised to $60,000 annually and that the president of the board get a boost to $70,000.

Currently, board members receive $25,000, and the president earns $29,000.
The commission also recommended that the board’s student representative receive a scholarship that is either 80 percent of the board members’ salary or a $40,000 scholarship, whichever is greater. The student would also receive a 20 percent stipend. Currently, the student representative receives a $5,000 scholarship.
“The commission believes that the current salary level is not reflective of the time and effort needed for a board member to fulfill their duties and responsibilities, nor of the type of work that the board is called on to perform,” Jaye Espy, chairwoman of the commission, said in testimony Dec. 9 before the Montgomery County delegation to the Maryland General Assembly. The pay increase requires the General Assembly’s approval...
...“We have not supported increasing the stipend because we don’t see the effort on their part to participate in the administration of the school system,” said Janis Sartucci of the Parents’ Coalition of Montgomery County, an advocacy organization focused on transparency and performance of Montgomery County’s public schools. “The board members do not do the hard work of running the school system. They are more figureheads.”
Sartucci said board members are not involved in writing the nuts and bolts of the operating budget or the capital budget and said her group is opposed to money being diverted from schools.
“Until our classrooms are getting all the education dollars they need, we do not see the urgency to increase the board member stipend,” she said...

Pat O'Neill Expenses Charged to MCPS Operating Budget = $4,793.61

For FY 2017 and FY 2018 through March, Board of Education member Patricia O'Neill charged $4,793.61 in expenses to the MCPS Operating Budget.

The Parents' Coalition has obtained Board of Education expense account records for calendar year 2017 through March 15, 2018.

From the documents we obtained we believe the documents show that Ms. O'Neill traveled out of town on the following dates.

Conferences:

August 18 2017 - Possible Ocean City stay, but BOE members are not listed on the hotel bill

September 21, 2017 - Possible Ocean City stay, but BOE members are not listed on the hotel bill.

October 3-6, 2017 - Possible MABE Conference in Ocean City, MD


Below are the records that we obtained.  Please note that Board of Education members no longer possess personal credit cards.  That practice ended in 2014 when the Parents' Coalition exposed how Board of Education members and their staff were using their personal MCPS credit cards.

However, Board of Education staff still have a MCPS credit card for Board member purchases.

Among the approved cuts was the $25 million that Leggett recommended trimming from Montgomery County Public Schools’ $2.5 billion annual budget.

Question:  How would County Councilmember Craig Rice know whether or not there is "fat in the central office" of MCPS?  The MCPS Operating Budget documents do not even disclose the over $8 million in Capital Budget funds that are used to fund the Operating Budget.  How can he say that there is no "fat" in the multi-millions of dollars in no bid purchases that are made every year?  What about travel, gift, and food budgets for administrators?  No fat? 
...The cuts were focused on reducing funding for the central office and administrative functions, according to the school system.

As superintendent, Dallas Dance spent more than a third of 2016 school days traveling out of state

Former Baltimore County School Superintendent Dallas Dance spent more than a third of the school days in 2016 traveling to out-of-state education conferences at a cost of tens of thousands of taxpayer dollars, public records show.
During his five-year tenure, Dance hopscotched from city to city and coast to coast, traveling far more often than other superintendents in the region, according to records obtained by The Baltimore Sun through a Maryland Public Information Act request. Dance made the trips with the approval of a series of county school board chairs.
At many stops — from New Orleans to New York, Miami to San Diego — Dance gave speeches touting his initiative to give all students in Baltimore County laptops. In one case, an event sponsor paid Dance $5,000 for a speech, compensation he did not report on financial disclosure forms, according to other records. The school system’s ethics panel twice reprimanded Dance for failing to disclose other part-time work...

BOE Keeps Their $170,500 Expense Account, Cancels Back to School Fair

MCPS Cancels Back to School Fair 

MyMCMedia has learned that Montgomery County Public Schools (MCPS) has canceled its annual Back to School Fair, which typically takes place the weekend before the first day of school. Students head back to class on August 29.
Former MCPS interim superintendent Larry Bowers informed the Board of Education of the decision in a memo back on May 4th. Bowers said it was a budgetary decision.
“Funding for the Back to School Fair is not included in the Fiscal Year 2017 operating budget, and hence is not scheduled to take place in August 2016,” Bowers wrote in the memo.  “While the Back to School Fair had significant symbolic value for both our district and our partners alike, it only took place given significant financial and human resource investment from MCPS. As we continue to refine our parent/guardian engagement strategy, we also recognize that the resources and tools that we and our partners want to share are best communicated through the staff members with whom the students and families they serve will interact.”...
