Test scores critical in achievement gap struggle

...Despite all the hard work, closing the gap has remained largely elusive. Over a three-year period in Montgomery County, 28 of 38 schools failed to narrow racial achievement gaps in test scores, according to a report released last summer. For better or worse, standardized test scores are an obvious way of gauging how individuals and groups of students stack up against themselves and others. They must be a key part of any evaluation process.
