The Baltimore Post Exclusive: Massive Security Flaw Detected on Baltimore County Schools’ Digital Platform, Exposing Highly Sensitive Information on Students and Staff Members

A massive security flaw has been detected that allowed unrestricted access to highly sensitive records pertaining to students, staff and internal school system data on a Baltimore County Public Schools (BCPS) public facing website.  
A tool within the system’s BCPS One portal platform, where students are able to access classes, grades and academic resources online, is the source of the breach where anyone with a password – including students, parents, and staff members – have had access to others’ personal student and staff member information, as well as some sensitive school system records.
Some records found go back to the 2008-2009 school year.
It is unknown how long the records have been open to thousands of students and employees and whether there was a larger scale breach of the data.
The Baltimore Post reached out to an information technology contact at Baltimore County schools on Wednesday night prior to publishing this story.  The contact confirmed that the error stemmed from a “share all” function on Microsoft Office 365 and a search bar that permitted any user to search for any subject – without restriction. Microsoft and the district have since fixed the error and are working to identify other areas of concern on the platform...

As Student Enrollment Slows MCPS Officials Take Another Look At The Budget

For the second year in a row, Montgomery County Public school officials over projected the number of new students that would be enrolling in the district. This could mean less funding in the future, says Superintendent Jack Smith.
The Montgomery County Council Thursday finalized their $5.8 billion budget, despite the projected drop in students, the council was able to find funding for the school system through a combination of state and local contributions. While the formula fixes the problem, for now, it means less money in future fiscal years. The state is changing its funding formula starting in the fiscal year 2020, which could also mean less money allocated to county schools in coming years.
“This year we built a budget based on expecting about 1,200 new students next September,” Smith said. “We’re actually thinking at this point in the year we’re getting 700 or 800.”

For the past 10 years, county schools increased by about 2,000 new students every year. There were a total of 159,010 students enrolled in 2017 and 161,546 in 2018. While that enrollment is more, year over year, it was less than MCPS expected to have.
“We certainly don’t want to go to where we have a loss of student population,” Smith said...

Mont. Co. Board of Ed. Keeps "Equity" Alive at Kennedy HS with Exorbitant $143.50 Mandatory Graduation Fee! "All means all" except at Kennedy High School in Silver Spring.

The "historic" Montgomery County Board of Education is keeping alive the male tradition of ripping off students in Silver Spring.  The all woman Board of Education has continued the illegal practice of allowing local high school principals to set ANY mandatory fee for seniors to attend their own FREE public high school graduation.  As in past years, Kennedy High School in Silver Spring tops the list of fees by charging seniors $143.50 to attend their own free public high school graduation.  If students don't pay, they can't attend their own graduation.



The great women "leaders" on the Board of Education are fine with this and sit back in their brand new leather swivel chairs and claim to be interested in equity.


But actions speak louder than words and this all women Board of Education is no different than the male dominated Boards of Education in the past.  This Board of Education is fine with students at Kennedy High School paying $143.50 to attend their own graduation while students at Poolesville High School pay $27.50.  

As a reminder, senior dues and graduation fees do not exist in Montgomery County or in Maryland. No such fees have ever been authorized by the Maryland legislature or the Montgomery County Board of Education.  The illegal graduation fees found in MCPS are set by the local principal and often include a slush fund for expenses not detailed in any publicly available documents.

Here is what 2019 MCPS Seniors are being forced to pay to attend their own MCPS free public school graduations.  If the fees were legal, they would be authorized by a governing body, in compliance with the Maryland Constitutions guarantee of a free public education, and uniform across all high schools.

Man Accused of Raping Girl Was Working at Wheaton High School

A Prince George’s County man accused of raping a 12-year-old girl in Wheaton last month was working on a construction project for the Montgomery school system, but was not authorized for the job because of past felony convictions, according to the school system.
In a letter sent to Wheaton High School and Thomas Edison High School of Technology families on Monday, the school system said James Booker, a 59-year-old from Upper Marlboro who was arrested after allegedly raping a child outside her home, was working on a construction project at athletic fields shared by the two schools.
Police said a 12-year-old girl was walking home from school in the pouring rain May 23 when Booker drove alongside her and offered a ride, took her to her house and parked. Booker sexually assaulted her as they sat in the parked car, police said.
The child told her parents about the assault and Booker was arrested at work five days later, according to police.
Booker has prior robbery and drug distribution convictions on his record, according to the school system, and he “was not cleared to be in any MCPS school nor to have direct contact with students,” Edison principal Shawn Krasa said in the letter.
Krasa said a school system background check revealed his prior felony convictions. The letter does not indicate when or why the school system conducted the background check.

Based on those convictions, state law would prohibit Booker from working unsupervised on school grounds...

Police: Man charged with rape of 12-year-old girl in Wheaton

A man is facing rape and sex offense charges after police said he drove a 12-year-old girl to her Wheaton, Maryland, home and assaulted her in his car last week.
James Allen Booker, 59, of Upper Marlboro, Maryland, was charged with one count each of second-degree rape and third-degree sex offense, Montgomery County police said Tuesday. He was charged in connection to the sex assault that happened May 23.
Police said on that day, the 12-year-old girl was walking home from school during a thunderstorm when Booker pulled up in a car alongside her and asked her if she wanted a ride home. They did not know each other, police added.
The girl accepted the offer, got into his car and gave him her home address. Booker then drove her to her home, but when he parked in front of her residence, police said he sexually assaulted the girl...

Is Summer Learning Loss Real?

Every summer, the news is filled with stories about summer learning loss. The warnings sound dire: two months of math learning lost for most students every summer, and two to three months of reading learning lost for low-income students, according to the National Summer Learning Association. By the ninth grade, “summer learning loss during elementary school accounts for two-thirds of the achievement gap in reading between low-income children and their middle-income peers,” the association says. There can be no doubt about it: as American children lounge poolside, watch too much television, and play too many video games, most are forgetting what they learned in school last year, and low-income students are falling even further behind.
It sounds plausible. But how reliable are these claims? How many of these findings can be replicated? Is summer learning loss really a thing?
I used to be a big believer in summer learning loss. After all, children’s home lives can be pretty different. Some children live in big houses with one sibling and two college-educated parents. Others children live in small run-down apartments with several siblings competing for time with a single parent who may not have finished high school. We know that these differences make a mark in early childhood; we know that poor children are already behind academically by the time they start kindergarten. Why wouldn’t family disadvantages have the same negative effects when children return home for summer vacation?
But my belief has been shaken. I’m no longer sure that the average child loses months of skills each year, and I doubt that summer learning loss contributes much to the achievement gap in ninth grade.
Several things happened to challenge my faith. One is that my colleagues and I tried to replicate some of the classic results in the summer learning literature—and failed. Sure, the patterns were present on one test—the one used in the best-known study of summer learning. But that study is 30 years old, and we couldn’t replicate its results using modern exams. And it turned out that the test from that study had problems, which had been debated long ago and then, over time, forgotten...

...But if the new questions are in the middle, where most rich children can answer them and most poor children cannot, then the percentage gap between rich and poor children will grow bigger than 20 percentage points. Depending on what questions you add, you can get any gap that you want...
