Is Weast's Red/Green Zone map out of date?

The map shown in the image to the left in brown and yellow tones is from the Collaboration Council and shows areas of the county by zip code with the concentration of students needing Free and Reduced Meals (FARMS) as of January 2008.

Below is Superintendent Jerry Weast's signature red zone/green zone map by elementary school boundaries that was created back in 1999. Superintendent Weast's map has barely changed in 12 years. However, according to the Collaboration Council the areas of the County where there is a concentration of students qualifying for Free and Reduced Meals (FARMS) does not mirror Superintendent Weast's map shown below in red and green.

Is Superintendent Jerry Weast's map in need of a tune up?
